Interests. To receive disclosures of personal and prejudicial interests from Councillors on matters to be considered at the meeting in accordance with the adopted Code of Conduct 2007. The disclosure must include the nature of the interest.
If a member becomes aware, during the course of a meeting, of an interest that has not been disclosed under this item he/she must immediately disclose it. They may remain in the meeting and take part fully in discussion and voting unless the interest is prejudicial.
A personal interest is prejudicial if a member of the public with knowledge of the relevant facts would reasonably regard it as so significant that it is likely to prejudice a member's judgement of the public interest and it relates to a financial or regulatory matter.
Members are reminded to repeat the declarations when the items are announced by the Chairman. |

Finance
- Bank Reconciliations. To approve bank reconciliations at the end of January and February 2010
- Cheques. To ratify the February 2010 cheque list and approve the March 2010 cheque list.
- Grant request. To consider a request received for a grant towards maintenance of the churchyard in 2010. The Churchyard Fund Treasurer estimates total costs for 2010 at approximately £430. The balance at the Nationwide at 31/12/2009 was £363.30.

Aim 1 To achieve an Informed and Participating Sedlescombe Community
- To consider how 30th anniversary of the Sedlescombe CEP School in the Brede Lane buildings might be celebrated. The headteacher asks whether one or two parish councillors like to join the group of Staff/Governors/Parents who are planning to take ideas forward?
- To note that the Parish Council now has access to online mapping.
- To note changes to the local NHS Ambulance Service. South East Coast Ambulance Service NHS Trust (SECAmb) aims to become a NHS Foundation Trust this year. Foundation trusts are run locally through membership and are accountable to patients, local people and staff rather than to Government. Foundation trusts are still NHS organisations providing free care and treatment to patients. They still have to meet national targets and are regularly inspected. Further details can be seen on www.secamb.nhs.uk.
- To note that Pestalozzi has invited the Sedlescombe Youth Club to meet on its premises until another location can be identified.
- To note information from Craig Atkins of Orbit Housing Association that YDS has a new worker in place who will be keeping in contact with the management committee and running sessions for the young people. Nothing has been heard about the Parish Council draft lease of the kickabout area.
- To note a new power (Section 20 of the Local Democracy, Economic Development and Construction Act 2009) of parish councils to bestow the title of Freeman/Freewoman to "persons of distinction" and to "persons who have, in the opinion of the authority, rendered eminent services to that place or area". To exercise the power, you need a meeting of the council called especially for the purpose and a resolution to grant the Freedom approved by not less than two-thirds of the members of the council who vote on it. The council can also spend "such reasonable sum as it thinks fit" to present a freedom scroll (including a casket to contain the scroll) to the person receiving the Freedom.
- To congratulate PCSO Demetrius Georghiou on his recent Police Award.
- To note that all information to be submitted to the Police should be sent through on the 0845 60 70 999 phone number so that it can be logged properly.
- To receive an update on The Sedlescombe Parish Council Annual Report and Directory 2010 and the Annual Assembly of the Parish Meeting of Sedlescombe.
- To note that Pestalozzi has received £45,600 Lottery Funding for setting up an archive charting the organisation's 50-year history.

Aim 2 To achieve a Safe and Healthy Sedlescombe Community
- To receive PCSO/Police reports, including meetings attended by councillors.
- To consider work undertaken at or affecting Red Barn Field Nature Park including levelling and topsoil and also replacement covers for wells in Red Barn Field Nature Park.
- To consider Mr Bates' letter dated 24/02/10 regarding Red Barn Field Nature Park.
- To consider residents' concerns re the Budget Car Company's activities in Sedlescombe.
- To consider land adjacent to the tennis courts - damage and fly-tipping.
- To consider the reply from ESCC re gritting arrangements for Brede Lane.
- To note reports to ESCC regarding potholes in Swailes Green, Chapel Hill, New England Lane, Brede Lane, Brickwall Hotel, The Green, missing drain cover in The Street and hole in verge/footway of Church Hill.
- To note the presentation to ESCC Transport and Environment Scrutiny Committee regarding the Winter maintentance policy on Wednesday 10/03/10 at 10:00 at County Hall, Lewes. This meeting is open to the public.
- To note replies regarding danger to children from vehicles using the Pumphouse Yard entrance onto Gammons Way. According to the headteacher, the gates are being used more with large Stamco lorries going in.
- To consider damage to seat in Sedlescombe Playing Field near tennis courts.
- To receive a May Fayre 2010 report and to approve the Risk Assessment.
- To receive playground reports.
- To note that the School Walking Bus has restarted and that a complaint has been received about the surface of Footpath 6 next to Pine View, Balcombe Green.
- To note that various work is planned on the A21 between Hastings and Marley Lane over the next few months. This involves tree work, slope repair works, resurfacing and construction of the Marley Lane junction alterations. This will sometimes involve traffic lights and sometimes diversions.
- To consider a resident's e-mail asking that the Parish Council alerts residents to the danger of a) Chinese Lanterns - according to The Farming Today programme on Radio 4, the wire that hold these together has been responsible for the death of farm livestock etc. and b) Ragwort.
