REPORT OF MEETING HELD ON TUESDAY 19 DECEMBER 2006, 20:15 TO 20:55

1. APOLOGY FOR ABSENCE was received from Paul White (Sports Association).
2. REPORT BY MRS J MITCHELL. Mrs Mitchell reported that she and John Cornford had met with an officer of the Football Foundation regarding funding for the replacement pavilion. This is now very urgent. The Senior Football Club is only allowed to play at the field until the end of the current season because of the inadequate facilities.
The application for funding should come from the Junior Football Club. Unfortunately, the Foundation must have the Development Plan in their own format which will require considerable additional work for the Sports Assocation. A Five-year Project Management Plan has to be produced as well as a Marketing Plan to include advertising in schools and a Health & Safety Plan. The encouragement of girls' football teams is important; thanks to John Noonan, an under-13s girls' team will enter the League in January. The maximum amount of grant from the Football Foundation will be 50% of the total cost. The application should be submitted by February and it will take six months before the result is announced.
Other work:
Other grant applications will be prepared and fund-raising continued by the Sports Association prior to the announcment from the Football Foundation.
Letters of support are needed including from the Parish Council.
Local businesses will be asked to contribute towards rebuilding the pavilion when the Parish Council contacts them early in the New Year.
Mrs Mitchell will check whether the Football Foundation would allow building work to start prior to their decision. This would allow the Parish Council to consider taking out a temporary loan so that work could start at the earliest opportunity.
John Noonan will ring Andrew Gerken at Pumphouse Designs re the quotations received.
A signwriter will be asked to produce a "thermometer" to show progress of fund-raising (Chris Campbell to pay).
Advertising of some kind on the site by providers of the materials could provide additional finance.
Alternative accommodation for about six months will be needed during building. Pestalozzi might have available accommodation or a portakabin could be stood on the car park or field. It is important that cars are not parked in the Pestalozzi road.
The Parish Council will probably include an additional £5,000 in its 2007-8 budget (for approval in January) for the Sportsfield Fund. After payment for work at the new entrance (see 3 below), about £18,000 will be in the Sportsfield Fund in 2007-8. Some of this might be needed for repayments if a loan is taken out by the Council.
Meeting of the Working Group to be arranged by the Clerk at the beginning of March.
3. New entrance. The Clerk reported that the Parish Council had paid for the work recently completed at the entrance next to the pavilion out of the Parish Council Sportsfield Fund.
