P07/08.28 Apologies for absence were received from Cllr Wheatley (holiday) and Cllr Dudman (work commitments).
P07/08.29 Minutes. The Chairman was authorised to sign the Minutes of the Meeting of the Committee held on 10/07/07.
P07/08.30 Declarations. CLLR MARTIN DECLARED HIS PERSONAL/PREJUDICIAL INTEREST IN AGENDA ITEM 33.1 BY VIRTUE OF HIS BEING THE BROTHER IN LAW OF THE APPLICANT.
P07/08.31 Matters arising from the Minutes
31.1 Planning White Paper. A brief resume was provided. RESOLVED: That the following comments are submitted:
Sedlescombe Parish Council -
puts considerable importance on local people being consulted on the National Policy Statements.
considers that it is very important that local people are given plenty of opportunity to comment on and challenge proposals not only before they are submitted but also at a public inquiry once submitted.
does not support the idea of a Planning Commission taking the final decision on major infrastructure proposals but considers that decisions should be made by democratically-accountable local politicians, not an elected Commission.
considers it is very important to protect natural and historic resources for future generations and not to risk their loss to major infrastructure.
supports sustainability appraisals being retained for all supplementary planning documents.
considers that the proposals are bad for town centres as removing the "need test" for retail development will result in more out of town stores, putting local shops and businesses at risk of unfair competition from the big four supermarkets.
does not support the extension of permitted development rights for non-domestic land and buildings as, for example, industrial or commercial buildings can be neighbour unfriendly and it is important that conditions can be attached in order to safeguard residents.
supports minor amendments to planning approvals being allowed without further submission of applications.
does not support household development being allowed if neighbours agree. People, other than direct next door neighbours, can be affected by development as can views which are valued by many people. It would be difficult to define the word "neighbour" and neighbours can change at any time. Some neighbours will be too old, infirm or confused to be able to safeguard their properties. It is often necessary to impose planning conditions to ensure that materials are appropriate.
P07/08.32 Planning applications
32.1 RR/2007/1745/P The Haven, Sandrock Hill, Sedlescombe. Formation of vehicular access for off-road parking. Cllr Cameron reported on his inspection. RESOLVED: That the Parish Council supports a refusal because of the additional traffic hazard that would be created. It appears that traffic would either have to back in or out of the new access on a fast stretch of the B2244.
32.2 RR/2007/1840/P Tresco, Hurst Lane, Sedlescombe. Alterations and building works to an outbuilding. Erection of single storey timber construction (retrospective application). Cllr Martin reported on his inspection. One letter for and another against the application were read to the Committee. RESOLVED: That the Parish Council supports an approval.
P07/08.33 Appeals
33.1 This item was considered at the end of the agenda. CLLR MARTIN DECLARED HIS PERSONAL/PREJUDICIAL INTEREST BY VIRTUE OF HIM BEING THE BROTHER IN LAW OF THE APPLICANT. HE LEFT THE MEETING DURING THE ITEM. The Committee noted that Mrs Saull-Hunt's appeal against Rother's refusal of planning reference RR/2006/2652/P had been dismissed.
33.2 RR/2007/182/P Petley Farm, Marley Lane, Battle. Outline: siting of two new holiday lodges and formation of car park and removal of steel containers. See Rother Planning Officer's Report on Application No.RR/2007/182/P. RESOLVED: THAT SEDLESCOMBE PARISH COUNCIL SHOULD NOT ADD ANY COMMENTS TO THOSE ALREADY SUBMITTED ON THE APPLICATION.
