P07/08.86 APOLOGY FOR ABSENCE was received from Cllr Rand (business commitments).

P07/08.87 DECLARATIONS OF INTEREST.  Members were invited to declare the existence and nature of any interests.  None disclosed.

P07/08.88 PUBLIC PARTICIPATION.  No public present.

P07/08.89 MINUTES.  RESOLVED:  That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Committee held on 04/12/07.

P07/08.90 PLANNING APPLICATIONS

90.1 RR/2007/3359/P Sedlescombe Sportsfield.  Erection of replacement pavilion as an alternative to that approved under RR/2006/1625/P.  (To go to Rother Planning Committee).  The Parish Council is the applicant.  Since this application had been submitted, there had been an agreement between the Sports Association and the Parish Council that the proposed building would be too large for the needs of Sedlescombe sports clubs and too expensive to maintain.  In addition, Rother Planners had just sent a letter advising that the design was not acceptable and that this application was being recommended for refusal.  The Clerk reported that the Agent had already returned the Building Regulations cheque to the Parish Council.  RESOLVED:  That this application should be withdrawn.

90.2 RR/2007/3386/P Cartref, The Street, Sedlescombe.  Construction of a terrace of 3 three-bedroom houses and associated parking   Cllr Martin reported on this application which involved the inclusion of three 4-storey houses at the western end of the site.  RESOLVED:  That “no comment” should be made on this application.

90.3 RR/2007/3391/P Candles, Swailes Green.  Demolition of glazed extension/porch construction and kitchen extension.  Cllr Wheatley reported on this application.  RESOLVED:  That the Parish Council supports this application (no pink planning notice in place).

90.4 RR/2007/3532/P The Queen’s Head, The Green, Sedlescombe.  Retrospective application for smoking enclosure.  Cllr Cameron reported on this application.  RESOLVED:  That the Parish Council supports this application as the design is reasonable and does not appear to unduly damage the look of the listed building.  The shelter is not attached to the building and is temporary in nature.

P07/08.93 ROTHER DEVELOPMENT FRAMEWORK CORE STRATEGY.  Rother District Council had thanked the Parish Council for its comments saying that they particularly appreciated comments in relation to housing need and that they will look closely at the distribution of existing social housing across villages.

Mrs Mullins, Rother Planning Officer, had answered the Council’s queries about the Rural Settlement Strategy as follows:

  1. The population for parishes is taken from the County Council’s website, East Sussex in Figures (ESIF).  For “villages”, the number of dwellings is counted and combined with the figure for the average household size for the Parish obtained from ESIF.  For the purposes of the Rural Settlement Strategy, a “village” is a group of dwellings/buildings with a tight and coherent form, and which functions as an identifiable community with a “sense of place”.  Within any strategy context, “settlement” is another name for a “village” and the names would be interchangeable within any document.  Sedlescombe parish only has the village/settlement of “Sedlescombe” within it, which would qualify for further assessment.
  2. The rural areas of the Parish will be dealt with as a separate theme within the Core Strategy in due course.
  3. Statistics for “development boundaries” are not separated out from information available at parish level in any published source, although parish statistics will help inform the process of obtaining information on areas with development boundaries.  Population figures of the “parish” will help inform characteristics of the “community”.
  4. Community needs data is being collected, but so far the housing need figures used are the 2001 Housing Needs Survey (2005 verified) and the using the number of people on the current housing register.
  5. Environmental constraints are provided by the relevant competent authority, for example Natural England, Environment Agency, English Heritage or ESCC.  Additional individual assessments will also be made as to Landscape Character and topographical features of individual villages.
  6. Where lower and middle layer Super Output Area statistics are available, these will be used to help inform the profile of any study area.
  7. Other statistics may be used from other local sources where required, for example the District Council’s own Annual Performance Plan.
