MEETING PROCEDURE - FILLING OF CASUAL VACANCIES

 

ADMISSION OF PUBLIC AND PRESS TO MEETINGS.

The public and press shall be admitted to all meetings of the Council and its committees and sub-committees which may, however, temporarily exclude the public or press or both by means of the following resolution moved by a councillor and supported by a majority of councillors present:

 

That, in view of the (special) (confidential) nature of the business about to be transacted, it is advisable in the public interest that the (press) (public) be temporarily excluded and they are instructed to withdraw.

CONFIDENTIAL BUSINESS.

No member of the Council or of any committee or sub-committee shall disclose to any person not a member of the Council any business declared to be confidential by the Council, the committee or the sub-committee as the cas may be. [Standing Order No.36]

 

The following resolution could be used:

 

That, the contents of the following discussion of the Council to be held in closed session shall remain confidential unless and until the Council agrees to make it public.

 

 

VOTING.

Members shall vote by show of hands or, if at least two members so request, by signed ballot. [Standing Order No.5]

 

 

RECORD OF VOTING.

If a member so requires, the Clerk shall record the name of the members who voted on any question so as to show whether they voted for, against or abstained. [Standing Order No.6]

 

 

VOTING ON APPOINTMENTS.

Where more than two persons have been nominated for any position to be filled by the Council and of the votes given there is not an absolute majority in favour of one person, the name of the person having the least number of votes shall be struck off the list and a fresh vote taken, and so on until a majority of votes is given in favour of one person. [Standing Order No.22]

 

 

CHAIRMAN'S CASTING VOTE.

In any case of equality of votes, the Chairman may give a casting vote (and must by law give a casting vote where there is an equality vote in the election of Chairman). [Standing Order No.7.3]
