CLERK'S BRIEFING NOTE

ANNUAL INSPECTION OF THE VILLAGE

PART 2

1. Part 1 of the 2010 Annual Inspection of Sedlescombe took place on Tuesday 24 August 2010 (see separate report). Part 2 of the Inspection took place on Thursday 9 September 2010 between 14:30 and 15:30. This report was updated after the Council Meeting on 14/08/10 when the report was adopted.

 

2. RED BARN FIELD NATURE PARK

  1. Freehold owned by Sedlescombe Parish Council. Right of way from neighbouring field across top of Red Barn Field to exit onto Balcombe Green.
  2. Hedge bordering Balcombe Green belongs to Balcombe Green owner. No need to trim Red Barn Field side of the hedge.
  3. Hedge has been removed from the eastern boundary of School House but as this boundary belongs to the owner of School House, nothing can be done.
  4. The hedges on the western boundary of the field meeting the rear gardens of properties in The Street are being maintained by the owners/occupiers of those properties. The Council has asked that the maintenance should be carried out in accordance with the Council's policy for the benefit of wildlife.
  5. David Blowey has agreed to cut and bale the field in 2010 but on the day of inspection this was still to be done. Confirmation was received at the Council Meeting that it will be cut and baled when conditions allow.
  6. The pond was dry with no water seeping into the ditch from any source.
  7. The pond warning notice was in place but still awaiting painting - order given to Roger Wood.
  8. The well covers were in place.
  9. The bracken had been cut and removed by Hastings Conservation Volunteers.
  10. Colin Boyd had placed up to date species lists on the board at the village hall end (NB these may have to be moved to the other end when the sign (see 12 below) is added)..
  11. Both notice boards were in good order.
  12. The "lectern" had rotted and the glass reinforced plastic Red Barn Field sign had fallen out and is with the Clerk. It will be fitted on to the notice board at the village hall end. Lectern to be removed.
  13. Survey lists are now available for
    1. Birds - 39 species
    2. Botanical - 140 species
    3. Reptiles - 3 species
    4. Mammals and amphibians - 8 species
    5. Dragonflies - 7 species
    6. Bees - 7 species
    7. Butterflies - 20 species
    8. Grasshoppers & Bush crickets - 6 species
    9. Hoverflies - 40 species
    10. Moths - 47 species
    11. Other insects - 16 species
  14. The recycled plastic seat, picnic table and litter bin were in good order.
  15. Path OK - Roger Wood strims the edges and weedkilling has been done during the season.
  16. Drainage work carried out, at no expense to the Council, earlier in the year.
  17. Drainage pipe fitted presumably to take water from the Red Barn Field area into Short Hill (not with approval of the Council).
  18. ESCC has carried out some work to help drainage in Short Hill.
  19. Cllr Rand and Phil Dann to advise re further drainage work.

3. GREEN PAINTED WOODEN SEAT OUTSIDE PARISH CHURCH

  1. Painted previously by the ESCC Parish Maintenance Team. Paint beginning to peel but will last another year.
  2. Some minor vulgar graffiti.

4. RECYCLED PLASTIC SEAT IN CHURCH HILL PROVIDED BY THE LATE RUTH HODGES

  1. Seat in good order apart from a small amount of graffiti on the plaque.

5. WOODEN SEAT IN BREDE LANE WITH LITTER BIN NEXT TO IT

  1. In reasonable order but one back slat has rotted and needs replacing.
  2. Litter bin in good order.

6. EAST VIEW TERRACE GREEN PAINTED METAL SEAT AND RECYCLED PLASTIC LITTER BIN

  1. Seat in good order.
  2. Bin in good order.

7. EAST VIEW TERRACE KICKABOUT AREA

  1. Freehold owned by the Parish Council.
  2. Football/basketball units in good order.
  3. Fence in reasonable order although some damage to one side.
  4. Square hole dug in grass.
  5. Plastic ramp in place (not owned by the Parish Council).
  6. Tarmac surface needs sweeping.
  7. Litter bin in good order.
  8. Notices on fence at entrance in poor condition.
  9. The Fouling of Land by Dogs (Rother District Council) Order 2007 applies to this land making it an offence for anyone not to clear up faeces after their dog. £75 FPN applies. Dog walks should keep to the public footpath outside the Kickabout Area.
