C06/07.74 INFORMAL MEETINGS. Informal meetings with other bodies.  To resolve:  THAT REPORTS OF THE FOLLOWING INFORMAL MEETINGS ARE RECEIVED:
74.1 Members of the Sportsfield Association Committee and members and Clerk of Sedlescombe Parish Council re the replacement of the sports pavilion – meeting held on 15/08/06.

74.2 Trustees and officers of the Pestalozzi International Village Trust and members and Clerk of Sedlescombe Parish Council re changes at the Pestalozzi Village – meeting held on 04/09/06.

74.3 Clerk to Parish Council meeting with Mr Chris Tweed of East Sussex Highways re the way forward with volunteers working on public rights of way – meeting held on 08/09/06.

C06/07.77 TREE WARDEN REPORT. To receive a Tree Warden report from Cllr P Martin.

C06/07.78 PLAYGROUND REPORTS. To receive Playground Reports.
78.1 Report of Official Opening of Riverside refurbished playground and to note that Rother District Council has donated £4379 towards the project (reimbursing the amount the Parish Council had paid into the project).

78.2 Amalgamated weekly inspection report for the Riverside and Kickabout areas.

78.3 Revised Riverside inspection schedules.

78.4 To consider the PCSOs recommendation that the height of the  fence at the Kickabout  Area is increased and locked in order to stop access at night.

C05/06.79 ATTENDANCE AT MEETINGS. To consider councillor/clerk attendance at the following meetings:
79.1 SALC/AiRS AGMs. Thursday 12 October 2006 at the Norfolk Pavilion, South of England Showground, Ardingly and to approve payment of lunches, refreshments and at £15.50 (inclusive of VAT) for each person and travelling costs. To resolve: THAT THE CHAIRMAN AND CLERK ARE AUTHORISED TO ATTEND THE AGMs AT ARDINGLY ON 12 OCTOBER.

79.2 National Association of Local Councils Annual Conference and Exhibition. 22-24 September 2006 at the Adelphi Hotel, Liverpool. Conference fee for weekend £261.11/person (inclusive of VAT), accommodation and conference dinner extra. [To note that Sedlescombe Parish Council is the runner-up in a nationwide parish council Annual Report competition. Prizes to be awarded at the Conference.]

79.3 Clerks' Course. 29 November 2006 at Hassocks. To resolve: THAT THE CLERK'S ATTENDANCE AT THE 2006 SUSSEX ASSOCIATION CLERKS' DAY IS AUTHORISED.

C06/07.80 BANK RECONCILIATIONS. To receive the bank reconciliation reports as follows:

C06/07.81 CHEQUES. Cheques to be ratified or paid as follows:
81.1 Ratification of cheques paid in August 2006.

C06/07.82 HIGHWAYS. To consider highway matters as follows:
82.1 Sedlescombe Parish Maintenance Team. East Sussex County Council has asked the Parish Council whether it is satisfied with the work carried out in Sedlescombe between 11 and 17 May and 25 and 31 May chosen by the Parish Council. The Clerk has asked for further information regarding the pathway on the bank in Stream Lane.

82.2 To note a letter received from Colin Clarke of East Sussex County Council regarding the Government’s announcement of revised guidance for setting speed limits.

82.3 To note a letter from Dr Stern, copied to the Parish Council, regarding the use of the dangerous New England Lane/A21 junction by school buses and East Sussex County Council's reply.

82.4 SID arrangements, 22 - 28 September to include publicity.

82.5 Proposed footway/road markings in front of Queen’s Head (C06/07.49.8).

82.6 Crazy Lane, Sedlescombe – Satellite navigation systems. Copy e-mail from ESCC here.

82.7 Chapel Hill, Sedlescombe - dangers for pedestrians.

C06/07.83 "FOCUS-ON" PARISH COUNCIL CAMPAIGNS.
To consider the introduction of a series of Parish Council "Focus-On" campaigns. For example:

  1. September to December 2006 - FOCUS-ON ROAD SAFETY - to continue the impetus of the SID week and to highlight road safety issues that are of concern to people living in Sedlescombe.
  2. December 2006 to February 2007 - FOCUS-ON WASTE & RECYCLING - to issue a Parish Council "Waste Not" leaflet, to highlight the need to cut down the amount of waste going to landfill and to inform residents about changes in the District Council waste collection service.
  3. February to April 2007 - FOCUS-ON ELECTIONS - to encourage people to consider standing for District and Parish Elections.

C06/07.84 GRANT REQUESTS
84.1 To approve grant application guidelines.

84.2 To consider request received from Victim Support Sussex for a donation towards the Hastings & Rother branch.

  • Need – in the year up to March 2006, over 5,000 victims of crime were supported by the Hastings & Rother branch, including victims of crime from the parish of Sedlescombe.  Included are victims of burglary, robbery and assault, as well as less serious crimes.  In addition expert advice and support to many witnesses of crime has been given to guide them through the experience of giving evidence at a trial.  20% of the annual budget must be provided through fund-raising.

84.3 To consider request received from Tree Warden Co-ordinator for parish councils to consider a contribution towards the cost of the Tree Warden Scheme. 

  • Need - the Co-ordinator reports this would help towards the cost of 4 newsletters, 4 Tree Council magazines, 6 training courses, the Tree Council’s South East Regional Tree Warden Forum, regular updates on tree information and advice always directly available from the Tree Warden Co-ordinator.
  • Cost - £50/Council is suggested.

84.4 To consider request received from Sedlescombe Village Hall Trust for a contribution towards the cost of the provision of a lockable vehicle restriction barrier for insertion at the village hall entrance.  [NB Members of the Village Hall Committee are reminded to disclose personal and prejudicial interests and to leave the meeting.]

  • Need – the Village Hall Management Committee’s concern that the car park at the village hall might be illegally occupied and/or used by builders etc. as a general parking area.
  • Cost – one quotation amounted to £1950+VAT has been obtained.
  • Copy of Accounts received.
84.5 To consider request received from WRVS for donation towards the work of this organisation.
  • Need - support is required to maintain and develop the services of WRVS in support of local and national communities during emergencies. The service in this area is provided by Hastings Emergency Services by volunteers.
  • Cost - various examples are provided of what a donation will fund eg £800 buys an emergency box containing tabards, torches, flasks etc. for a WRVS ES Team...... £60 pays for 5 fluorescent tabards for WRVS Emergency Services volunteers.
  • WRVS financial accounting is now carried out centrally, therefore it is not possible to provide a specific set of audited accounts for any one area.

C06/07.85 YOUTH
85.1 To note the letter from Rother Cllr Bob White asking parish councils to include young people in local issues in the community.
85.2 Letter from NALC/The Local Government Association inviting quality councils to involve youngsters in the Local Democracy Week 16-20 October 2006.

C06/07.86 OLD MAP.  To consider what to do with an old 25"/mile map of Sedlescombe on cloth and rollers dating from 1930s, which had previously been displayed in the old village hall?

C06/07.87 ANNUAL INSPECTION. To consider the Chairman/Clerk Inspection Report, September 2006.

C06/07.88 PRE-BUDGET SURVEY. To consider issuing a pre-budget Sedlescombe Parish survey form.

C06/07.89 PARISH PLAN REVIEW 2006. Sedlescombe Parish Plan 2002-2007.

C06/07.90 GRASS CUTTING. Anonymous criticism of Parish Council concerning grass cutting - actually undertaken by East Sussex County Council and NOT the Parish Council.

C06/07.91 REDUNDANT COMPUTER EQUIPMENT. To seek approval for disposal of redundant computer equipment.

C06/07.92 WELCOME PACKS. To remind members that Welcome Packs should be delivered to people moving into the parish.
