MINUTES OF THE MEETING OF THE BEST VALUE & COMMUNITY PROJECTS COMMITTEE OF SEDLESCOMBE PARISH COUNCIL HELD ON TUESDAY 17 OCTOBER 2006 IN COMMITTEE ROOM 2 OF THE VILLAGE HALL, 19:50 TO 21:00

BV06/07.08 APOLOGY FOR ABSENCE was received from Cllr A Rand (holiday).

BV06/07.09 MINUTES. The Chairman was authorised to sign the Minutes of the Meeting of the Committee held on 13/06/06.

BV06/07.10 INTERESTS. Members were reminded to disclose interests as they arose.

BV06/07.11 UPDATE ON MATTERS RAISED AT PREVIOUS MEETING
11.1 Voluntary first registration of land.
Application to be submitted..
11.2 Riverside Playground. The contractor was unable to roll the surfaces during refurbishment. As well as installation of a range of new play equipment, Cllrs Martin and Rand had, with John F Cook, painted the cradle swing frame, replaced the cradle swing chains and also cradle (2) and junior (1) swing seats. The post-installation inspection had taken place soon after installation. Cllr Mrs Wright had obtained a surveillance camera which had been given to Robert Dudman.
11.3 East View Terrace Kickabout Area. The painting of the shelter was on hold until the Council had had the opportunity to consider the recommendation of the Crime & Safety Committee that it should be removed. The holes in the grass had been filled in and the Clerk was trying to get manufacturer labels for the two storm shooters.
11.4 Brede Lane Car Park. Work to the trees undertaken by the Tree Warden. The Council was still waiting to hear from Rother District Council regarding the proposed installation of a water butt for watering the trees.
11.5 Quarterly Bulletin. The application for grant aid from the AiRS Action Plan Grant had been withdrawn when it became obvious that the alterations that AiRS was requiring would change the nature of the Bulletin. Residents, according to the current pre-budget survey, appear satisfied with it as it is.
11.6 Welcome Packs. "Welcome Packs" has been included on Council agendas.

BV06/07.12 PROJECT PLANNING FOR JOBS IN THE 2006/7 AND 2007/8. Members had been provided with the 2006 Inspection Report (herewith) and the Clerk informed the Committee of the results to date of the pre-budget survey. It was RECOMMENDED: THAT ACTION IS NOTED OR QUOTATIONS ARE OBTAINED AS FOLLOWS :
12.1 Sportsfield Car Park.
12.1.1 Cut back herbage from sign at car park end and cut weeds and clear ditch from car park end - R Wood.
12.1.2 Weedkill car park - Languard Ltd.

12.2 Riverside Playing Field.
12.2.1 Remove small litter bin at entrance, install white posts as required, refurbish seat - J F Cook.
12.2.2 Installation of bat box in oak tree - Cllr Dellow.
12.2.3 Repair of tennis courts netting at base, replace tennis hire notice at western end of courts - Clerk to arrange.
12.2.4 Remove weeds from inside and outside of tennis courts, attend to junior swing chains, installation of toddler swing - done.
12.2.5 Weedkilling removal from edge of courts in 2007 - Launguard Ltd.
12.2.6 Autumn/winter leaf sweeping and removal from tennis courts and roundabout/paths - R Wood.
12.2.7 Fireproof litter bin to be obtained.
12.2.8 Tennis courts. It was RECOMMENDED: THAT ATTEMPTS ARE MADE TO SET UP A TENNIS CLUB TO RUN THE COURTS, AS WELL AS CONTINUATION OF DISCUSSIONS WITH SEDLESCOMBE GOLF CLUB ON THEIR POSSIBLE USE OF OUR COURTS.

12.3 Bus Shelter. Remove ivy - from John F Cook. Obtain replacement litter bin. The Committee noted that the bus shelter itself may need replacement in the not too distant future.
12.4 Pumphouse. Paint railings, remove graffiti from pillars - from John F Cook.
12.5 Noticeboard. Council has agreed, with Mr Mainwood's approval, to retain the noticeboard in the current position on south wall of Post Office. Quote for refurbishment from John F Cook.
12.6 Seat on top part of Village Green. Repair of cracks in concrete around seats on top part of Village Green - from John F Cook.
12.7 Litter bins on Village Green. Repaint 3 black/gold litter bins - from John F Cook.
12.8 Brede Lane Car Park. Removal of dead trees - done. Weedkilling and weed removal - from Languard Ltd.
12.9 Gammons Hill seat and litter bin. Refurbish seat - from John F Cook. New litter bin to be obtained.
12.10 East View Terrace Kickabout Area. Trim hazel suckers at entrance - from R Wood. Repaint shelter - hold, pending decision on the shelter's future. Fence repair - Cllr Dellow has offered to repair.
12.11 Red Barn Nature Park. Weedkilling path - from Languard Ltd. Replacement and removal of interpretation boards - Cllr Dellow/Cllr Rand to do. Hedge cut - include in hedge-cutting tender, see below.
Extra items. 12.12 Outside Old Hall House. Obtain replacement litter bin. 12.13 Annual Maintenance of Play Equipment. Councillors to let Clerk know when equipment requires washing etc.

Renewal of annual contracts
12.14 Dog bin emptying.
At Riverside, sportsfield, Brede Lane car park. It was RECOMMENDED: That Serco's contract is extended for a further year. The Clerk mentioned Rother DC's proposed Dog Control Orders which will require all dog owners to collect the dog excrement which could, she suggested, encourage requests from the public for additional dog bins. She highlighted the difficulty in finding sites for dog bins which can be approved by East Sussex County Council and, if sites are found, the cost of provision of the bins and collection of the waste. It was also noted that dog fouling and dog bins were high on the list of what residents indicated as important in the pre-budget survey. It was RECOMMENDED: That the public should be encouraged to dispose of the excrement wrapped with their own household waste.

12.15 Grass cutting. It was RECOMMENDED: That tenders are invited for the 2007 season as follows:
12.15.1 Grass cutting and clipping removal, 20 times, Sedlescombe Village Green.
12.15.2 Grass cutting, 20 cuts, Brede Lane car park.
12.15.3 Strimming, 10 times, Red Barn Field path edges.
12.15.4 Grass cutting, 8 times, East View Terrace Kickabout Area.
12.15.4 Grass cutting, 16 times, Riverside Playing Field, excluding play area.
12.15.5 Grass cutting and clipping removal, 20 times, Riverside playground. [NB increased from 16 times per season without clipping removal.]
Proposed height of cut grass to be 40mm-50mm.

12.16 Hedge cutting. It was RECOMMENDED: That tenders are invited for the 2007 season for 1 cut each of the hedge at the Kickabout Area, adjacent to the footpath at the Riverside and the eastern hedge at Red Barn Field.

12.17 Weed Killing. It was RECOMMENDED: That Languard's quote for the second year's treatment of giant hogweed at £800 is accepted. Languard Ltd. to be asked to quote also for weedkilling at sportsfield car park, Brede Lane car park, tennis courts surrounds, Pumphouse paths and steps (as listed above under site ).

12.18 Playground Inspections. The Council had asked for quotes to be obtained for professional inspection of the Riverside Playground. It had been difficult to find any local company who undertakes this kind of work, but further attempts will be made.

12.19 Litter collection and minor maintenance of playgrounds. At Riverside Playground and East View Kickabout Area. It was RECOMMENDED: That John F Cook should be asked to continue with this work as previously.

BV06/07.13 CURRENT AND FUTURE USES OF PARISH COUNCIL LANDHOLDINGS. Members were provided with a list of current landholdings and agreed no changes are necessary. It was RECOMMENDED: That the Parish Council should consider whether it should purchase any land in the parish that is for sale. The Committee considered the land currently for sale to the south of the river bridge but decided to take no further action. A letter had been received asking the Parish Council to consider purchase of a certain piece of land in the parish. Further enquiries would be made.
