P06/07.55 Apology for absence was received from Cllr Rand (holiday).

P06/07.56 Minutes. The Chairman was authorised to sign the Minutes of the Meeting of the Committee held on 26/09/06.

P06/07.57 Interests. Members disclosed interests as follows:

P06/07.58 Report on matters raised at previous meetings
58.1 Brickwall Hotel advertisements on A21. It was agreed that this matter would be left for Cllr Rand to deal with Mr Pollio and Rother District Council.
58.2 New bungalow in Gregory Walk. Mr Cathcart, Rother Planning Officer, had told the complainant that the outline permission for the bungalow had included a garage but that this was not included in the agreed reserved matters application. He considered that, technically, the estate agent's literature is correct.

P06/07.59 Planning applications
59.1 RR/2006/2449/L 4 Manor Cottages, The Street, Sedlescombe.
  Addition of conservation rooflights. Cllr Foord reported on his inspection. RESOLVED: That the Parish Council supports approval.

59.2 RR/2006/2532/P & RR/2006/2536/L The Cottage, New England Lane, Sedlescombe.  Erection of new oak framed conservatory, demolition of existing outbuilding and erection of two bay garage. CLLR MRS WRIGHT DECLARED HER PERSONAL AND PREJUDICIAL INTEREST BY VIRTUE OF HER BEING A NEAR NEIGHBOUR OF THE APPLICANT. SHE LEFT THE ROOM DURING CONSIDERATION OF THIS APPLICATION. Cllr Cameron reported on his inspection. RESOLVED: That the Parish Council supports approval.

AT THIS POINT, THE MEETING WAS TEMPORARILY SUSPENDED TO ALLOW MR WYNNES AND MR HALL FROM 4 DELIVERY TO GIVE A SHORT PRE-PLANNING PRESENTATION REGARDING THE PROPOSED INSTALLATION OF A PIPELINE TO THE WEST OF THE A21. The pipeline extends from Darwell Reservoir to the Beauport Treatment Works and serves the Hastings area. 60% of Hastings' water goes through the Beauport Treatment Works, the remainder coming from Brede (including taking water from the Powdermill Reservoir). The existing pre-stressed concrete pipe has become unreliable, suffering frequent bursts. In addition, Southern Water wishes to increase the flow of water which will increase the pressure on the pipe. Funded by OFWAT, the pipeline is due to be replaced by March 2008. A planning application is expected to be submitted at the end of November or in December. The existing pipeline runs through Ancient Woodland and, therefore, a new line has been identified. 4 Delivery has consulted all 53 landowners, has carried out surveys of all kinds and has sunk boreholes. Land will be reinstated as agreed with individual landowners. Talks have been had with Sedlescombe Golf Club and special arrangements will be made, work being carried out either in February 2007 or in February 2008. The depth will be about 4' and any land or field drain that is disturbed will be reinstated. Public footpaths will be temporarily diverted where necessary.

Members could not see any particular problems with the proposals but have the opportunity for the next few weeks to contact 4 Delivery if any come to light.

Mr Wynnes and Mr Hall were thanked for informing the Committee and the meeting was re-opened.

59.3 RR/2006/2652/P Jesmond, Churchland Lane, Sedlescombe. Retention of residential caravan for use as a holiday unit. Re-application following refusal of planning reference RR/2005/549/P.  CLLR MARTIN DECLARED HIS PERSONAL AND PREJUDICIAL INTEREST BY VIRTUE OF HIS BEING A RELATIVE OF THE APPLICANT. HE LEFT THE ROOM DURING CONSIDERATION OF THE APPLICATION. Cllr Mrs Wright in the chair. Cllr Mrs Wright reported on her inspection. An enforcement notice, requiring removal of the caravan, had been issued by Rother DC. RESOLVED: That the Parish Council should not comment on this application.

59.4 RR/2006/2669/T Pumphouse Yard, The Green, Sedlescombe. Removal of ivy, deadwood and lower limbs of two oak trees. Cllr Martin reported on his inspection. He informed the Committee that, in addition to the trees mentioned in this application, there was another dead tree at the entrance which will be removed. RESOLVED: That the Parish Council supports approval.

59.5 RR/2006/2688/P Little Firwood, Kent Street, Sedlescombe. Demolition of existing buildings and erection of new dwelling, detached double garage with storage in attic. Cllr Rand had inspection this site and had informed the Clerk of his comments. RESOLVED: That the Parish Council supports approval.

59.6 RR/2006/2745/P and RR/2006/2749/L Beech Farm House, Hawkhurst Road, Sedlescombe.  Erection of single storey extension to form granny annexe.  Cllr Mrs Mitchell reported on her inspection. RESOLVED: That the Parish Council supports approval.

P06/07.60 Illuminated advertisements at Brickwall Hotel. Following the Parish Council's report to Rother in March, Rother Planning Officer had decided that planning permission should be obtained for the illuminated signs in front of the Hotel. The owner had been asked to submit an application.

P06/07.61 Proposed canopy at Clockhouse Bistro. Rother Planning Officer had confirmed that planning approval would be required for a canopy at the Bistro. The owner had been informed.

P06/07.62 Planning appeals
62.1  RR/2005/2492/P Hurst House, Hurst Lane, Sedlescombe. Change of use of land from agricultural to the keeping of horses, erection of covered horse manege and stables including associated landscaping. Informal hearing to be held today at the Town Hall, Bexhill-on-Sea.
62.2  RR/2006/1027/P Chittlebirch Oast, Cripps Corner. Erection of field gate (retrospective application) and proposed construction of stables. The Parish Council is invited to submit additional comments (comments already submitted to Rother District Council will be forwarded to the Inspector). The appeal is to be decided on the basis of an exchange of written statements by the parties and a site visit by an Inspector. The Planning Committee did not wish to add any further comments.

P06/07.63 Parish Council Planning Seminar - Wednesday 1 November 2006, 14:30 to 17:00, Shepherd Room, Battle Memorial Hall. Cllrs Martin, Cameron, Wright and, possibly, Mitchell, as well as the Clerk would like to attend.
