MINUTES OF A MEETING OF THE EMERGENCY WORKING GROUP OF SEDLESCOMBE PARISH COUNCIL HELD ON TUESDAY 7 NOVEMBER 2006, 19:30 to 20:15

PRESENT: Cllr P Martin, Cllr Mrs J Mitchell, Mr D Mitchell, Mrs S Beaney, Mr J Vine-Hall, Mrs P Raymond (Clerk to the Parish Council)

It was suggested that, in future, Cllr A Rand and a Pestalozzi representative should be invited to the meetings

E06/07.1 ELECTION OF CHARIMAN. RESOLVED: That Councillor P Martin be Chairman of the Working Group for the ensuing year.

E06/07.2 APOLOGY FOR ABSENCE was received from Cllr Bill Cameron (home commitments).

E06/07.3 MINUTES. The Chairman was authorised to sign the Minutes of the Working Group held on 21/12/04.

E06/07.4 UPDATE REPORT ON MATTERS RAISED AT PREVIOUS MEETINGS

4.1 Emergency Packs. It was agreed that Rother DC would be asked whether funding is available for the components of emergency packs. As well as 12V kettles, thermal blankets and packet soups, the Group suggested bottled water, tea bags, cups and wind-up radios and torches should be obtained so that packs could be made up in the event of an emergency. Storage might be a problem and Mr Vine-hall offered to store the goods if nowhere more central could be found.

4.2 Sandbags for the elderly vulnerable to flooding from River Brede. Mr Reynolds was not present. He would be asked whether he had found any information.

4.3 Registration of Sedlescombe people on the NHW by e-mail system. Agreed to take no action for the time being.

E06/07.5 REVIEW OF WHAT HAPPENED IN SEDLESCOMBE DURING TWO EMERGENCY SITUATIONS

5.1 Prolonged power failure affecting elderly people in Riverbridge Cottages on 7/8 December 2005. It was reported that member of the Group, Bill Cameron, had been involved with helping the residents of Riverbridge Cottages during the power failure caused by a breakdown in underground services in The Street. It had been necessary to buy new torches for one resident.

5.2 21-hour water supply shut down affecting The Street, Chapel Hill, Whydown Hill on 21 June 2006. The Emergency Group had not been involved. A resident of Whydown Hill was very dissatisfied with the help received from the water company who did not provide bottled water.

E06/07.6 LIST OF VULNERABLE PEOPLE. Following on from the previous review, it was agreed that lists of vulnerable people would be drawn up so that help could be targetted in the event of a future emergency.

E06/07.7 RISKS THAT COULD INVOLVE SEDLESCOMBE'S EMERGENCY WORKING GROUP. In February 2006, East Sussex County Council published an updated Community Risk Register which lists categories of hazard and the controls that are in place. The Group noted details of what the parish's involvement might be.

E06/07.8 EMERGENCY INFORMATION FOR FAMILES. Members had been provided with prints of the emergency information for families that is available also on the Sussex Emergency Website or by contacting 01444 445960. It was agreed that this number should be included in information put out to the public, including the Sedlescombe website. The page listed ways that families can be prepared for emergencies affecting their homes or when they are trapped in their cars.

E06/07.9 EMERGENCY INFORMATION FOR BUSINESSES. Members had been provided with prints of the emergency information for businesses that is available also on the Sussex Emergency Website or by contacting 01444 445960. The page listed ways that businesses can be prepared for emergencies such as a flood or explosion. Simple preparations could help businesses recover after a disaster much more quickly. It was suggested that this page could be sent out to Sedlescombe's businesses when they are invited to advertise in the 2007 Annual Report/Directory.

E06/07.10 SEDLESCOMBE EMERGENCY PLAN UPDATE. The full Sedlescombe Parish Council Emergency Plan was updated as necessary.

E06/07.11 PARISH WORKSHOPS. The groups agreed the Rother District Council Emergency Planning Officer's suggestion that a meeting for parishes in the Rother area should be arranged in Sedlescombe Village Hall in January. Tea would be arranged by Sylvia Beaney. All costs would be met by Rother.
