MINUTES OF THE MEETING OF THE PLANNING COMMITTEE OF SEDLESCOMBE PARISH COUNCIL HELD ON TUESDAY 23 JANUARY 2007 BETWEEN 19:30 and 20:00

P06/07.83 Apologies for absence. None, all present.

P06/07.84 Minutes. The Chairman was authorised to sign the Minutes of the Meeting of the Committee held on 09/01/07.

P06/07.85 Interests. Members were reminded to disclose personal interests in matters as they arose, the nature of any interest and whether the Member regards the interest as prejudicial under the terms of the Code of Conduct. Cllr Rand declared his personal and prejudicial interest in agenda item P06/07.3499/P. It was agreed that this item should be moved to the last item on the agenda.

P06/07.86 Matters arising from previous Minutes
86.1 Blackman, Pavie & Ladden Site, Marley Lane. Members agreed to write to Rother Planning and to the Highways Agency supporting Mr Llewellyn-Jones's request for changes to be made to the proposed junction of the A21 and Marley Lane improvement scheme so that he and his neighbour would have safe and easy access to their properties.

P06/07.87 Planning Appeal result
87.1 RR/2006/1027/P Chittlebirch Oast, Cripps Corner.
Retrospective application for field gate and proposed construction of stables. APPEAL DISMISSED - proposed development would impair the openness of the appeal field and the closed-in features of the lane, the access would substantially disfigure the closed-in features of the lane and undermine its value in the landscape, the proposed stable building would look intrusive because of its distinct position unrelated to other buildings.

P06/07.88 Planning Applications
88.1 RR/2006/3500/L Garners Cottage, The Street, Sedlescombe. Replacement windows and work carried out as per planning consent RR/2003/1071/P.
Members had been informed of the mix-up which had resulted in the applicant having to apply for retrospective listed building consent. Cllr Cameron reported on his inspection. RESOLVED: That the Parish Council supports this application.

88.2 RR/2007/129/P Marley Lane Business Park, Marley Lane, Sedlescombe. Formation of lake and stream associated with drainage installation. RESOLVED: That Parish Council suggests that possible pollution of the River Line from this development should be considered.  The Line flows into the River Brede and through Sedlescombe close to a children's playground and a sportsfield where children have been known to enter the water.

P06/07.89 Spilstead Airstrip take-off contrary to the protocol. The Clerk reported that she had forwarded a complaint to Rother Enforcement from Mrs Ann Moore that a plane had taken off from Spilstead Airstrip to the north on Sunday 14 January at 11:50.

P06/07.88.3 Darwell Reservoir and Beauport Water Supply Works - land between Mountfield, Whatlington, Sedlescombe, Westfield and Battle. Construction of replacement raw water pipeline. CLLR RAND DISCLOSED HIS PERSONAL AND PREJUDICIAL INTEREST BY VIRTUE OF HIM BEING AN INVOLVED LANDOWNER. HE LEFT THE ROOM DURING CONSIDERATION OF THIS APPLICATION. RESOLVED: That the Parish Council submits the following observations: 1) The removal of established trees and the TPO'd tree belt which currently screens two industrial sites on the corner of Marley Lane and A21 is a serious loss and one which cannot recover as large trees cannot be planted over the pipeline.  Some way of mitigating the problem ought to be sought. 2) Extra lighting in the compound at the corner of Marley Lane should be temporary and removed as soon as the use is over.
