Open Forum 03/04/07

The Open Forum was attended by Mr Craig Atkins, Community Officer at Orbit Housing Association, and Sue Manwaring and Clark from the Youth Development Service. Mr Atkins summarised the problems at the Kickabout Area stretching back to 2003, which have particularly affected the people living in the properties closest to the Kickabout Area. Over the last eight months, problems of anti-social behaviour have been getting worse, centred on the shelter. A multi-agency group of people have been meeting to try to resolve the problems and action has been or is being taken by Orbit and the Safer Rother Partnership regarding the behaviour of several individuals. Valuable work is regularly being done by the Youth Development Service with a group of young people whom they meet every fortnight.

Although the Chairman of the East View Residents' Association had written a report on the Kickabout Area, no progress had been made towards making any changes at the Kickabout Area.

The Parish Council was commended for providing the shelter in the first place which, at the time, was placed in accordance with available guidance, ie where it could be seen from neighbouring properties. However, because the area is otherwise quiet, even ordinary talking can easily be heard and can disturb the neighbours. Bad behaviour fuelled by drinking makes matters worse.

The result of the multi-agency deliberations has been a call from them to the Parish Council to agree to the removal of the youth shelter at the Kickabout Area. Orbit Housing Association, on health and safety grounds, is willing to undertake and pay for the removal.

If the Council agrees to the removal, the Youth Development Service representatives are keen for councillors and the young people to speak together about the reasons behind the decision. A meeting is to be held on Tuesday 10 April in the meeting room of the Queen's Head at 18:30 to which parish councillors are invited. The young people could propose an alternative site. If, after six months, this could be agreed and their behaviour showed improvement, they would need to raise the necessary funds for the work.

Concern was expressed that the removal of the shelter may not solve the problem but either make it worse or move it on to somewhere else. Already it appears that a Rother Homes garage at East View has been broken into and is being used by young people for drinking etc. Mr Atkins will be given the details.

C06/07.161 Minutes. The Chairman was authorised to sign the Minutes of the Meeting of the Council held on 13/03/07. Cllr Mrs Mitchell thanked the Council for the flowers sent to her recently.

C06/07.162 Interests. Members were reminded to declare their personal interests on matters on the agenda, the nature of any interest and whether the Member regards the interest as prejudicial under the terms of the Code of Conduct.

C06/07.163 East View Kickabout Area. In accordance with the Parish Council's Standing Order 21*, the Chairman of the Council had given notice (signed also by Cllr Dellow and Cllr Mrs Mitchell) of two resolutions. These were considered by the Council, together with Orbit Housing Association's offer of removing and paying for removal of the shelter, and

it was RESOLVED (1 abstention):

1) THAT THE RESOLUTION PASSED AS BELOW AT THE COUNCIL MEETING ON 09.01.2007 BE REVOKED:
C06/07.128 That the shelter should remain in its current position as it provides a useful facility and allows the Police to meet the young people and engage with them.

2) THAT THE SHELTER BE REMOVED FROM THE KICKABOUT AREA AND THE SITUATION BE REVIEWED IN 6 MONTHS.
