PARISH COUNCIL/SPORTS ASSOCIATION PAVILION WORKING GROUP MEETING

NOTES OF THE MEETING OF THE PARISH COUNCIL/SPORTS ASSOCIATION PAVILION WORKING GROUP HELD IN COMMITTEE ROOM 2 OF THE VILLAGE HALL ON TUESDAY 3 APRIL 2007, 20:30-20:52

PRESENT: Cllr Mrs Wright (Chairman of the Council), Cllr A Rand (Vice-Chairman of the Council), Cllr P Martin (Parish Council representative on Sports Association Committee), Mr D Mitchell (Sports Association), Mrs J Mitchell (Secretary of the Sports Association), Mrs P Raymond (Clerk/Responsible Financial Officer, Sedlescombe Parish Council)

1. Apologies for absence. Mr J Cornford (Chairman, Sports Association) - holiday.

2. Notes of last meeting. The Chairman was authorised to sign the notes of the last meeting of the working group held on 19/12/06.

3. Matters arising from the last meeting
3.1 Funding from Football Foundation for the proposed pavilion. The Sports Association Committee had forwarded plans to the Football Foundation on behalf of the Junior Football Club who are making the application for grant aid. However, the Foundation have had changes of officer who have different requirements. All this has slowed down the grant application process considerably.

3.2 Fundraising is continuing. Another casino night is being arranged soon.

3.3 The Parish Council has £18,000 in its 2007-8 budget.

3.4 Local Business contributions. Some local businesses have replied positively to requests for help, eg materials at discount prices and security systems.

3.5 Proposed start of building work. No start date can be arranged until the money has been raised. The Football Foundation have said, however, they are happy for the old pavilion to be removed prior to the grant being awarded.

3.6 Quotations. John Cornford had told the Clerk that he did not know where the three quotations had gone following Ashley Douch's move away.

3.7 Alternative accommodation. Arrangements could be made for a portakabin to be installed temporarily while the building is in progress. The Clerk agreed to check the size of building that a parish council is allowed to put up on its own land without planning permission*.

4. Next step towards construction of a new pavilion. The Working Group members spoke of their concern about the lack of progress towards the new pavilion which must be provided soon or the Football Club will, no longer, be able to play at the sportsfield. Those parish councillors present suggested that the Council might be willing to get a loan to pay for the purchase and erection of the pavilion if the Sports Association made an application to it. If the Sports Association Committee decides to go down this route, the Council will need the plans, specification, building regulation approvals and quotes, if they can be found.

5. Date of next meeting. To be arranged as required.
