MINUTES OF THE MEETING OF THE PLANNING COMMITTEE OF SEDLESCOMBE PARISH COUNCIL HELD ON TUESDAY 1 MAY 2007 IN COMMITTEE ROOM 1 OF THE VILLAGE HALL, 19:30 TO 20:05

P06/07.123 Apologies for absence. None, all present.

P06/07.124 Minutes. The Chairman was authorised to sign the Minutes of the Meeting of the Committee held on 17/04/07.

P06/07.125 Interests. Members were reminded to disclose interests as they arose. Cllr Mrs Wright declared her personal and prejudicial in agenda item P06/07.127.3.

P06/07.126 Matters arising from previous Minutes. The Clerk reported as follows:

126.1 Application RR/2007/947/P 30 Gorselands, Sedlescombe, Addition of two bedroom dormer and rooflights. A neighbour had informed the Clerk that the building work had started although planning permission had not been granted. The statement in the application suggesting that neighbours would not be overlooked, did not appear to be correct. The neighbour would seek Rother District Council's clarification.

126.2 Application RR/2007/978/C Sedlescombe C E Primary School, Brede Lane, Variation of condition 3 imposted upon permission RR/2495/C to permit use of multi-use games area for 7days/week (including public holidays) - winter months 0800-1700 and summer months (ie during BST) 0800-2000. Objections to this application had been made by several members of the public at the recent Annual Parish Assembly and a petition had been signed by people living in Streetlands, Gammons Way and The Green. Letters from one resident had been sent to the Chairman of the Parish Council and to County Councillor Jones criticising the way the Parish Council and the County Council had handled the application and complaining that the discussion at the Assembly had not been helpful or balanced. The writer believed that, because the Parish Council had already reached a decision on its comments before the Assembly, it was no use anyone else commenting and residents should not have been sent the County Council letter alerting them to the application and inviting their comments. After the first letter, the Chairman had spoken to the writer but there still appeared to be some confusion.

P06/07.127 Planning Applications

127.1 RR/2007/821/P Holmside, Whydown Hill, Sedlescombe. Erection of three-storey side extension to form lounge and porch on ground floor, bedroom and bathroom at first floor and extensions of existing bedroom within the roof space. Cllr Rand reported on his inspection. RESOLVED: That the Parish Council supports approval but, because the neighbouring property is so close, suggests that consideration should be given to ways of alleviating disturbance during the building work such as restriction on working hours and making arrangements for contractors' parking.  Although the application states that no trees will be removed, it will be necessary to remove some conifers.

127.2 RR/2007/895/P Hurst House, Hurst Lane, Sedlescombe. Change of use of land to and erection of covered horse arena. Cllr Mrs Wright reported on her inspection. RESOLVED: That the Parish Council supports approval.  It recognises the enormous effort that the applicant has made to reduce the building's impact on the landscape by redesigning and relocating it, by setting it at a lower level and by planting mature tree screening.

127.3 RR/2007/907/P Neatenden Farm, New England Lane, Sedlescombe. Erection of detached garage/machine store. Cllr Cameron reported on his inspection. RESOLVED: That the Parish Council supports approval of the application.

127.4 RR/2007/985/P Little Orchard - land rear of, Meadow Lane, The Street, Sedlescombe. Erection of detached chalet type dwelling including rooflights and with detached double garage. Cllr Martin reported on his inspection. RESOLVED: That the Parish Council supports approval of the application.

127.5 RR/2007/1073/P Pine View, Balcombe Green, Sedlescombe. Demolition of existing conservatory and construction of new single storey extension. RESOLVED: That the Parish Council supports approval of the application.
