MINUTES OF THE MEETING OF THE PLANNING COMMITTEE OF SEDLESCOMBE PARISH COUNCIL HELD ON TUESDAY 13 NOVEMBER 2007 IN COMMITTEE 2 OF THE VILLAGE HALL , 21:15 TO 21:40 (These Minutes remain as draft until received at the next meeting)

Present:  Cllr Martin (Chairman), Cllr Cameron, Cllr Wright (Chairman of the Council), Cllr Rand (Vice-Chairman of the Council).  Clerk/RFO – Mrs P Raymond

P07/08.67 Apology for absence was received from Cllr Wheatley (lack of baby-sitter).

P07/08.68 Declarations of the existence and nature of councillors’ interests. Cllr Cameron declared his personal/prejudicial interest in Agenda item P07/08.72.2 Pestalozzi International Village by virtue of his having requested the work to the trees.

In accordance in para 12(2) of the adopted Code of Conduct 2007, Cllr Cameron was allowed to inform the Committee of the reasons he had asked for the trees to be lopped.

P07/08.69 Public participation.  No public were present.

P07/08.70 Minutes.  RESOLVED:  That the Minutes of the Meeting of the Committee held on 23/10/07 are received.

P07/08.71 Matters arising from previous Minutes

71.1 Marley Lane Road junction.  Officers of Rother District Council had been authorised to work in partnership with the Highways Agency and ESCC in the implementation of a road junction improvement scheme at Marley Lane to stimulate economic activity in the locality and promote/improve the economic well-being of the area.  Recently it had been agreed by Rother Cabinet that the costs of the junction improvement should be met as follows:  £400,000 from AIF, £150,000 from the private sector with the residual costs of £205,000 being shared between the District Council and other agencies being funded from the receipts anticipated from the Blackfriars development.

71.2 RR/2007/129/P Marley Lane Business Park, Marley Lane, Sedlescombe.  Formation of lake and stream associated with drainage installation.    It was noted, that although this development had been given planning permission, a further scheme for the provision and implementation of sewage effluent and surface water drainage for the adjacent industrial development site has to be approved by Rother before this development is brought into use.  No discharge can be made into contaminated land or directly to groundwater or made ground.  Run-off is also restricted.  A contaminated land investigation must be carried out and arrangements submitted to Rother for prevention of polluted or contaminated water entering the lake.

P07/08.72 Planning Applications

72.1 RR/2007/2947/P Riccards & Stream Lane, Whatlington/Sedlescombe.  Reconductor existing low voltage overhead line with aerial bundled conductor.  Cllr Cameron reported on his inspection.  RESOLVED:  That no comment should be made on this application.

72.2 RR/2007/3010/T Pestalozzi International Village – opposite brickworks adj. to walled garden.  Pollard twenty Lombardy Poplar trees.  CLLR CAMERON DECLARED HIS PERSONAL/PREJUDICIAL INTEREST IN THIS APPLICATION BY VIRTUE OF HIS HAVING REQUESTED THE WORK TO THE TREES.  In accordance with the Code of Conduct, he left the room during discussions on this subject.  RESOLVED:  That the Parish Council supports approval of this application.
