P07/08.78 MINUTES. RESOLVED: That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Committee held on 13/11/07.

P07/08.80 PLANNING APPLICATIONS

80.1 RR/2007/3076/P Brookside, Crazy Lane, Sedlescombe. Proposed 2-storey side extension and conservatory. Cllr Wright reported on her inspection. RESOLVED: That the Parish Council supports approval.

80.2 RR/2007/3141/P Woodlands, Churchland Lane, Sedlescombe. Alterations to the elevations, replacement windows, re-clad of elevations in brick work and timber weatherboard. Cllr Martin reported on his inspection. RESOLVED: That the Parish Council supports approval.

80.3 RR/2007/3247/P The Lodge, Great Sanders, Hurst Lane, Sedlescombe. Erection of single-storey rear extension. Cllr C Wheatley reported on her inspection. RESOLVED: That the Parish Council supports approval.

80.4 RR/2007/3214/T 14 Orchard Way, Sedlescombe. Reduce one oak tree by approximately 30% and reshape. Cllr P Martin reported on his inspection. RESOLVED: That the Parish Council supports approval.

P07/08.81 APPEALS. RR/2007/985/P Little Orchard, Meadow Lane, The Street, Sedlescombe (Mr G Girling). Erection of detached chalet type dwelling including rooflights and with detached double garage. The Parish Council had supported this application but it had subsequently been refused by Rother because of the height, massing and proposed position of the dwelling in relation to the neighbouring property "Bloomfield". Rother did not object in principle to development on the site but was concerned about the chosen position on the plot for the new dwelling. The applicant had explained the reasons for wanting this particular position which are to do with the nearby stagnant stream, proximity to the main sewer and views into Bloomfields garden and had refused to move the position of the proposed dwelling. RESOLVED: That the Parish Council should not add any further comment to its original approval of the application.

Parish Council suggests that possible pollution of the River Line from this development should be considered. P07/08.83 ROTHER LOCAL DEVELOPMENT FRAMEWORK CORE STRATEGY. Four out of the five current members of this Committee attended the Rother Planning Seminar on 14/11/07 and heard presentations by officers. Copies of the presentation had been provided and the Parish Council was being asked to provide comments on the following:

83.1 Draft "Strategic Objectives" for development. The draft strategic objectives had been listed on the agenda and the Committee had no comments to make on them.

83.2 Development of rural settlements. Rother is currently working on plans for development of rural settlements by taking an individual approach to the settlements and identifying a range of issues specific to the local areas. The circumstances of rural settlements is being judged against 1) Service level indicators, 2) Travel patterns and accessibility, 3) Economic indicators, 4) Environment constraints and 5) Housing and community needs. Members were concerned that, whilst there may be a good range of services in an area, some may already be fully utilised and, if development should take place, travel would have to increase and cause problems on surrounding travel routes such as the A21.

The Clerk had asked Rother which set of statistics and housing needs figures are being worked on for this exercise and had been told that her questions would be answered later in the week.

P07/08.84 PRIDE OF PLACE. This is the Integrated Sustainable Community Strategy for East Sussex, developed by the six Local Strategic Partnerships in East Sussex in partnership with their Local Authorities. It sets out a shared vision for East Sussex in 2026 - "a place where everyone can prosper, be safe and healthy, and live in a high quality environment". RESOLVED: That "no comment" should be made.

P07/08.85 GUIDE TO DEVELOPMENT CONTROL PRACTICE FOR TOWN AND PARISH COUNCILS. All Sedlescombe parish councillors had been provided with copies of the new guide produced by Rother District Council. Cllr Wright commented that there is no mention in the guide of "agricultural ties" which are a problem in the area.
