MEMBERS ARE REQUESTED TO ATTEND THE MEETING OF THE FINANCE COMMITTEE OF SEDLESCOMBE PARISH COUNCIL TO BE HELD ON TUESDAY 11 DECEMBER 2007 IN COMMITTEE ROOM 2 OF THE VILLAGE HALL STARTING AT 19:30

F07/08.25 To receive apologies and reasons for absence.

F07/08.26 To receive declarations of the existence and nature of councillors' interests, whether personal/prejudical, with regard to items on the agenda. Members are reminded to repeat the declarations when the item is announced by the Chairman.

At this point, prejudiced members may make representation, answer questions or give evidence to the Committee on agenda items after which they must leave the room if members of the public want to speak on the same subject.

F07/08.27 Public participation session with respect to items on the agenda - please note that names will be recorded and representations etc. minuted.

F07/08.28 Minutes. To resolve: That the Minutes of the Meeting of the Finance Committee held on the 16/10/07 are approved.

F07/08.29 Arising from the Minutes

29.1 Sportsfield Fund and Pavilion Update.
29.2 Village Security Fund and return of unspent money in the PCSO overtime pot.
29.3 Grant aid to other bodies including consideration of request from Homecall for a grant.
29.4 SALC/NALC subscription.
29.5 Software. To note that the Creative Suite 3 Master Collection had been purchased and was in use on the Council's computer.
29.6 Clerk's salary. To resolve 2007/8 backdated salary following resolution of ongoing dispute.
29.7 Rother Street cleaning and litter.
29.8 Pump.
29.9 Brede Lane Car Park.
29.10 Red Barn Field. Pond and grass.
29.11 Use of tennis courts. [All councillors to declare personal interests by virtue of the Parish Council being the sole trustee of the Sedlescombe Public Playing Field and Recreation Ground Trust.]
29.12 De La Warr Charitable Trust.
29.13 Redecoration of "Sir John Keeling" seats on top Green.

F07/08.30 To open tenders for grass cutting in the 2008 season and to recommend approval to the Council.

F07/08.31 To consider accepting Paul Thomas's offer of the land on which the bus shelter stands outside Pollards, The Street, Sedlescombe and to agree to pay all legal fees in connection with the land transfer. £500 in budget for legal fees.

F07/08.32 To review the 2007 Asset Register.

F07/08.33 To consider employment of a handyman (suggested in response to the Autumn 2007 electors' questionnaire).

F07/08.34 Parish Council Litter collection

F07/08.35 To adopt the recommended travel allowance of 55.8p/mile for councillors and the Clerk.

F07/08.36 To raise the recommended travel allowance for Sedlescombe Lift Scheme drivers.

F07/08.37 To consider introduction of Basic Allowances for Sedlescombe Parish Councillors from 01/04/08. This is the only way to reimburse councillors for expenses such as purchase of ink cartridges or copies.

F07/08.38 To consider payment of the Clerk's expenses fromn 01/04/08:

F07/08.39 To approve the Chairman's Allowance from 01/04/08.

F07/08.40 To increase the RFO's delegated financial powers to include: a) purchase of stationery including copier toner up to annual budget figure and b) booking training for councillors and the Clerk/RFO up to annual budget figure to take effect retrospectively to 01/04/2007.

This would be in addition to existing RFO delegated powers of a) purchase of petty cash items up to £20/month (approved F06/07.11.1) and b) approval of minor grounds maintenance expenses up to £75/month (approved F06/07.11.2).

F07/08.40 To approve a revised 2007-8 budget (pages 2-10 of "2008-09 Budget Preparations").

F07/08.41 To recommend the 2008-9 second draft budget (also pages 2-10 of "2008-09 Budget Preparations").
