F08/09.2 Apologies and reasons for absence.
F08/09.3 Declarations of existence and nature of councillor's interests, whether personal or personal/prejudicial, with regard to items on the agenda. Members are reminded to repeat the declarations when the items are announced by the Chairman.

At this point, at the Chairman's discretion, prejudiced members may make representation, answer questions or give evidence to the Committee on agenda items after which they must leave the room if members of the public want to speak on the same subject.

Minutes. To Resolve: That the Chairman of the Committee is authorised to sign the Minutes of the Meetings of the Finance Committee held on 25 March and 13 May 2008.

F08/09.7 Use of tennis courts
  1. Complaint about use of the tennis courts which has led to noise disturbance for neighbour from footballs against the tarmac and netting and broken window from football when leaving site.
  2. Complaint about use of the tennis court with cars parked on grass by courts while tennis being played with car radio being played loudly.
  3. Agreement with Netball Club to use the courts free of charge on Monday evenings 7.30 to 9pm, June, July, August and part September plus every morning 9am to 12noon for one week in August if a youth course can be arranged.

Internal audit
  1. To note the result of the internal audit report for 2007/8.
  2. To consider who should carry out the review of effectiveness of the 2007/8 audit. NB This review should not be delegated to the RFO nor to internal audit. The review should, as a minimum, assess:
    1. The scope of internal audit
    2. Independence
    3. Competence
    4. Relationships
    5. Audit planning and reporting
  3. To consider appointment of internal auditor for 2008/9 and 2009/10 accounts including terms of reference.

F08/09.14 To note that a NALC Policy & Parliamentary Briefing Note dated 31/03/08 states the local councils are not eligible to claim compensation under the Financial Services Compensation Scheme.
F08/09.15 To review the current grounds maintenance contract and to consider extending it up to the end of 2009. Payments also to be considered.
F08/09.16 To consider grants to other bodies. £500 is allocated in the 2008/0 budget An application for funding has been received from Victim Support Sussex.
