MINUTES OF THE MEETING OF THE PLANNING COMMITTEE OF SEDLESCOMBE PARISH COUNCIL HELD ON TUESDAY 26 AUGUST 2008, 1930 TO 1955, IN COMMITTEE ROOM 2 OF SEDLESCOMBE VILLAGE HALL

P08/09.55 Apologies and reasons for absence. Apologies for absence were received from Cllrs Wheatley, Cameron and Rand (all away).
P08/09.56 Declarations of existence and nature of councillor's interests, whether personal or personal/prejudicial, with regard to items on the agenda. No interests declared.
P08/09.57 Public participation session. The Chairman agreed that Mr Heard could speak to the Committee regarding Planning Application RR/2008/1243/P, Little Orchard rear of, Meadow Lane, The Street, Sedlescombe (agenda item P08/09.59.1. Mr Heard put the following questions to the Committee:
  1. Was the Parish Council Committee aware that the previous planning application on this site had been refused by the Planning Inspector? The Clerk answered Yes.
  2. Why did the Parish Council continue to support approval of the new application when it was substantially the same as the previously-refused one? The Clerk answered that the Parish Council had supported approval of both applications. The site had been inspected by a Parish Councillor at the time of each application and, although it could be seen that there was likely to be some problems with the site, this was the latest of several new houses to be constructed in Meadow Lane, all of which had some effect on the Lane and those living there.
P08/09.58 Minutes. RESOLVED: That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Planning Committee held on 29 July 2008.
P08/09.59 Planning Applications
59.1 RR/2008/1243/P Little Orchard rear of, Meadow Lane, The Street, Sedlescombe. Erection of chalet bungalow with rooflights including detached double garage. Amended plans. A planning application was submitted by Mr Girling for a property at the rear of Little Orchard in 2007. It was refused by Rother mainly because of its potential effect on the neighbouring property to the north, The Oaks (previously Bloomfield), which had been built in the last few years. The property to the south of the site had been called Delmonden, but is now renamed Catkins and rebuilt further west on its site bringing it in line with the property proposed in this application. The owners of both The Oaks and Catkins have lodged objections to the current proposals. An additional objection has been lodged by Paula Webster of Mill Lane regarding the possible pollution of the nearby watercourse.

Both applications had been supported by the Parish Council. The amended plans were substantially the same as previously but with the levels added. RESOLVED: That, although the Parish Council is aware of the objections to the current proposals from neighbours on both sides, because of the complexities of the site, it does not wish to make any further comments at this time.

59.2 RR/2008/2230/C Sedlescombe C E Primary School, Brede Lane, Sedlescombe. Variation of condition 3 of RR/2495/CC to permit use of multi-use games area (MUGA).The Parish Council had requested that the permission granted in 2007 should be temporary for a year to ensure that this extended use did not affect the amenities of neighbouring properties. The year's approval had now expired. No complaints had been received during the year and Cllr Martin informed the Council that residents of The Green appeared satisfied with the tree screening of the MUGA that he had been involved with on a voluntary basis. The Rother District Council Planning Officer was also supporting approval of this County Council application. The Rother Sports Development Officer would like to see more extensive use of the MUGA allowed but the Parish Council agreed not to support this permanently. RESOLVED: That the Parish Council supports approval of the application for permanent permission to use the MUGA on Monday to Saturday during 1) winter months 0800-1700 and 2) summer (BST) months 0800-2000. Use of MUGA for a maximum of 10 Sundays 0800-1700 per calendar year. No use of MUGA during official school summer holiday. Because of the practical difficulties of having someone on site at the School when the MUGA is in use, the existence of other facilities in the Village and the need to safeguard the amenities of the properties which surround the School, it is suggested that any extension of the use is not granted permanent approval.
59.3 RR/2008/2389/P Orchard Farm - overhead line at, Battle Road, Sedlescombe. Reconductor existing low voltage overhead line. RESOLVED: That the Parish Council supports approval but asks that wooden rather than aluminium poles are used if replacements are required.
59.4 RR/2008/2392/P Compass Lane - overhead line (between Hazel Wood and Harcon), Sedlescombe. Reconductor existing low voltage overhead line. RESOLVED: That the Parish Council supports approval but asks that wooden rather than aluminium poles are used if replacements are required.
59.5 RR/2008/2396/P Poppinghole Lane - overhead line (between Strawberry Hill Cottage and Strawberry hill Farm). Reconductor existing low voltage overhead line. RESOLVED: That the Parish Council supports approval but asks that wooden rather than aluminium poles are used if replacements are required.
59.6 RR/2008/2398/P Swailes Green - overhead line (between Pennygrove and Lilac Cottage). Reconductor existing low voltage overhead line. RESOLVED: That the Parish Council supports approval but asks that wooden rather than aluminium poles are used if replacements are required.

61.1 RR/2008/822/L Post Office, The Green, Sedlescombe. Installation of VSAT Satellite dish to north facing wall of building. Listed building consent refused (unattractive addition of listed building, visible from the highway, does not preserve the building's architectural or historic character and its historic setting within the Sedlescombe Conservation Area).
