Cllr Cameron reported on his inspection. RESOLVED: That the Parish Council supports approval.

Demolition of former R N French Building and erection of 2 three-bedroom dwellings with off-road parking

Cllr Wheatley reported on her inspection. RESOLVED: That the Parish Council supports approval as the Council is satisfied that this scaled-down development would be more in keeping with the area than the previous application and that the commercial potential of the site has been investigated by the applicant.

It was noted that the owner of the neighbouring property has written to Rother concerning his boundary with the proposed development site.

P08/09.100.3 RR/2008/3237/P The Queen's Head Public House - land adj. Brede Lane, Sedlescombe. Outline: erection of two semi-detached three-bedroom dwellings and erection of one four-bedroom detached dwelling

Cllr Rand reported on his inspection. RESOLVED: That the Parish Council supports approval in principle of this application which is within the Sedlescombe development boundary, although the layout is not necessarily approved. The design of the properties would, of course, need to be carefully considered because of the site's position in the Sedlescombe Conservation Area. The Parish Council has received representation from the Village Friendship Club concerning a possible Section 106 Planning Obligation to be attached to any approval for provision of a drop-in centre in one of the Queen's Head's outbuildings. The pink planning notice relating to this application has been incorrectly sited adjacent to the public car park.

P08/09.103 E-consultation Hub - Planning Portal. The Clerk reported that, at a recent Clerks' Conference, a presentation had been given on the e-consultation hub. It was noted that:
  • It is the Government's vision that all planning applications will be submitted online - 30% currently are and there is a target of 40% by March 2009.
  • An internet-based service was launched in the Spring of this year to manage the exchange of documents and messages about planning consultations between participants in the planning process.
  • The Government expects all participants to dispense with the use of paper plans in due course; a trial with various parish councils finished at the beginning of October.
  • The Government has suggested that application drawings and other documents are presented to committee meetings using electronic data projectors. However, it appears that many local planning authorities are likely to offer a facility to request a paper copy of a plan or drawing on demand.
  • Each area has a Regional Account Manager to help with setting this up.
  • All local planning authorities have now signed co-operation agreements with the Planning Portal.
It was agreed that a question should be submitted to next week's Rother Planning Seminar about this subject.

Core Strategy Consultation Exhibitions. The Clerk had attended the Battle Exhibition and had taken the opportunity to ask David Marlow, Planning Officer Strategy, some questions on the draft Core Strategy. Members were given a brief resume of his answers. Further consideration will be given at the Sedlescombe Parish Council Core Strategy Planning Committee Meeting in January.

It was agreed that a question should be submitted to next week's Rother Planning Seminar about Village Design Statements (see page 82 of the Draft Core Strategy were it is stated: "Village Centre public realm improvements in accordance with Village Design Statements"). It appears that Natural England is supporting Village Design Statements and has, on its website, further details under the "Landscape" heading.

P08/09.105 Rother Planning Seminar, 09/12/08. Cllrs Wright, Martin, Mitchell, Cameron, Glew and, possibly, Wheatley, together with the Clerk plan to attend next week's Seminar. The Clerk will e-mail the agenda and evaluation form to members.
