ANNUAL COMMITTEE REPORT

2008-9

 

PLANNING

 

The Committee met seventeen times during the year and commented on forty-one (excluding overhead cable replacement and own application) Sedlescombe planning applications.

 

These applications can be divided into:

The District Council;

  • Transfer to electronic planning applications consultation (PR attended Planning Portal seminar at Bexhill Town Hall).
  • Local Development Framework (VW and PR attended seminar at Bexhill Town Hal. PR attended Core Strategy Consultation Exhibition at Battle). Detailed comments sent to Rother.
  • Rother Planning Seminar at Battle attended by five councillors and the Clerk (asked questions re Village Design Statements and E-consultation Hub). Print outs provided by Rother.

Publications received:

  • The South East England Regional Sustainability Framework, Towards a Better Quality of Life.
  • The South East Regional Assembly Partial Review of the South East Plan: Gypsy and Traveller Accommodation Needs.

Other matters

  • Letter written to Rother DC, Hastings BC and Environment Agency asking the the Parish Council is informed when spoil is likely to be transported through Sedlescombe to or from a site. This would give the Parish Council the opportunity to comment.
  • Complaint received re Cutting Edges Car Advertising.
  • Complaint received re tree lopping and earth build up in garden.
  • Broken fence at abandoned building site reported to owners.
  • Untidy abandoned building site at Park View reported to Rother.
  • Brickwall Hotel signs considered.
  • Budget Car Company reported to Rother.
  • Sussex Heritage Trust Awards 2009. No action.

Public participation

  • One local resident attended a planning meeting to speak about an application in Meadow Lane.
  • Company representative attended 2 planning meetings to get Council's early re-action to plans for new build.
  • Various representations made at a planning meeting by the public re Spilstead Airstrip.
  • Two residents made representation about a proposed development in the garden of Springfield Cottage.

Prejudiced member participation

  • A prejudiced member spoke re the Spilstead Airstrip proposal before leaving the room.

FINANCE

The Finance Committee met five times during the year (May, July, October, December, March) monitoring the Council's financial position, jobs and budget. The Asset Register and Risk Assessment was reviewed. The 2009/10 budget was drawn up.

 

No public attended.

 

CRIME & SAFETY

The Crime & Safety Committee met four times during the year (July, September, October, January).

 

As well as councillors and co-opted members of the committee, meetings were attended by PCSO Demi, Craig Atkins from Orbit Housing Association, PS Dan Russell, Mr Mark Rendall (NHW Manager), David Young (Chairman of Ewhurst Parish Council). No public attended.

 

PCSO and NHW reports were received and various incidents considered.

 

With the emergence of Police Neighbourhood Panels at the end of 2008 in Sedlescombe and Ewhurst, it was agreed that the Committee would only meet as and when required.
