C09/10.77 To receive apologies and reasons for absence.
C09/10.78 Interests. To receive disclosures of personal and prejudicial interests from Councillors on matters to be considered at the meeting in accordance with the adopted Code of Conduct 2007. The disclosure must include the nature of the interest. If you become aware, during the course of a meeting, of an interest that has not been disclosed under this item you must immediately disclose it. You may remain in the meeting and take part fully in discussion and voting unless the interest is prejudicial.

 

A personal interest is prejudicial if a member of the public with knowledge of the relevant facts would reasonably regard it as so significant that it is likely to prejudice your judgement of the public interest and it relates to a financial or regulatory matter.

 

Members are reminded to repeat the declarations when the items are announced by the Chairman.

C09/10.79 Prejudiced members' participation. Chairman to ask prejudiced members whether they wish to make representation, answer questions or give evidence to the Committee with regard to items on the agenda. At the Chairman's discretion, members will be allowed to make their representations etc. at the beginning of the appropriate agenda item and to leave the meeting during the representations made by the public and the deliberations of the Committee.
C09/10.80 Public participation session. Chairman to ask any members of the public whether they wish to make representation, answer questions or give evidence with regard to items on the agenda. At the Chairman's discretion, the public will be allowed to make their representations etc. at the beginning of the appropriate agenda item, after prejudiced members' participation. The Chairman should inform the public that their names will be recorded and representations etc. minuted.

To receive the Clerk's Report. [NB Several items of information are placed each month on the Noticeboard - please see website www.sedlescombe.org.uk]

  1. To consider amendment to dates of 2010 meetings - November 2010 - change to 16th.
  2. To note the A21 Hastings Harrow Cutting Work in January 2010 to stop erosion and repair a slope on A21 southbound verge near The Ride. This will involve removal of trees, reconstruction of the slope, landscaping and drainage work. There will be some overnight full carriageway closures of the A21. some work will take place during the daytime using an A21 southbound lane closure with road users being diverted past the works by 3-way temporary lights.
  3. Bexhill Hastings Link Road. To note that the following information has been received:
    1. Provisional funding agreed by Secretary of State for Transport.
    2. A Public Inquiry into the Compulsory Purchase Orders will be held in the White Rock Theatre, Hastings, starting on Tuesday 10 November.

Training

  1. To receive a report of Cllr Marland's attendance at SALC training in September 2009.
  2. Power of Well-being training available locally. To note that Power of Well-being qualification expires at the end of the councillors' four-year term of office, ie May 2011. Sedlescombe Parish Council has agreed to consider training post May 2011.
  3. Planning Seminar, 04/11/09. To receive a report.
  4. Fuel Poverty Awareness Workshop for Rural East Sussex on Friday 20 November at The Uckfield Civic Centre, Council Chamber, 1330-1630. Cllr Dellow to attend.

  1. Rother DC - Gambling Act 2005, revision of Statement of Principles. Closed 20/10/09 but for your information. Click here.
  2. ESCC - Draft Bus Strategy Consultation. Further details here. Closing date 23/12/09 including noting reply from ESCC re Bus Service 349 timekeeping.
  3. ESCC - Draft Preferred Strategy - Waste and Minerals Development Framework. Further details here. Closing date 02/12/09. Proposed Parish Council comments enclosed and available on line here.

Aim 1 To achieve an Informed and Participating Sedlescombe Community

  1. To note that Sedlescombe has won the community category of the Southern Region Village of the Year 2009 Competition. A press report appeared in the Battle Observer of 30/10/09. The overall winner for the Southern Region was Goring on Thames. Sedlescombe has now been short-listed for the National Community Category of the Competition and will be competing against Crosthwaite, Cumbria; Swanton Morley, Norfolk; Minchinhampton, Glocs; Belchford, Lincs.
  2. Youth.
    1. To receive representation from any young people attending.
    2. To consider ideas to involve youngsters in local democracy.
    3. To consider current situation regarding a youth club at the East View Kickabout Area.
    4. To note Cllr Wright's meeting with the young people who complained they are not being kept informed.

Aim 2 To achieve a Safe and Healthy Sedlescombe Community

  1. Crime
    1. To receive the PCSO written Report for October.
    2. To discuss PCSOs' powers to impose on-the-spot fines for dog fouling and littering. The situation regarding "No Dogs" Control Orders is being checked.
    3. To note Rother District Council is proposing a Dogs on Leads Control Order. Sedlescombe Parish Council has already requested one covering Sedlescombe Sportsfield (in place of existing byelaw) and, in addition, restriction of the numbers of dogs in charge of one person to four. Extending the power of PCSOs to cover the proposed new Order is required.
    4. To note reports on the Crime and Anti-social Behaviour Meeting 08/10/09 attended by Cllrs Dellow and Glew.
  2. Highways
    1. To note replies from the Highways Agency re the junction of A21/B2244.
    2. To consider Cllr Marland's report re a proposed Drop-off spot at School.
    3. To discuss the proposed Village Amenity Signs on A21.
    4. B2244. To consider whether the Parish Council should support the proposed Traffic Management Measures in Sedlescombe. Proposed that a section of the B2244 will be reduced from 60mph to 50mph - from existing 30mph speed limit termination signs in Sedlescombe northwards approximately 1.5km (Beech Farm House).
  3. Home Safety
    1. To note Cllr Dellow's report on the Electric Blanket Testing Road Show in Sedlescombe on 26/10/09.
  4. Health services
    1. To identify a councillor willing to attend the "Investigating NHS Delivery in rural East Sussex" at Weald Hall, Uckfield Civic Centre, Uckfield on Friday 27/11/09 0930 to 1530.
  5. Transport
    1. To note Cllr Glew's report on the Lift Scheme Review.

    1. To receive an update re disposal of the portacabin and to agree future action.
    2. To receive a report on floodlighting for local sports.
    3. To note completion of the signing of the Deed of Variation for Parish Council/Sports Association Lease of Sportsfield.

    1. To receive an amalgamated report on the playground inspections by councillors.
  3. Public footpaths/bridleways. To receive reports re
    1. Footpaths 24 and 22, A21.
    2. Bridleway 14, Compasses Lane.

  4. To discuss arrangements for the proposed May Fayre on Village Green and in the pub garden, 1 May 2010.

Aim 4 To support business and rural employment in Sedlescombe

  1. To receive a report from the Clerk re the visit from Clive Mills of Rother Voluntary Action re business Parish Plan objectives.
  2. To note that the Council sent details to local businesses of free courses run by BETRE in East Sussex on working towards a low carbon economy .
  3. To consider how to publicise the Ten Sixty Six Enterprise free coaching for anyone 19+ living in Hastings and Rother who are not working, or working less than 16 hours a week, and want to become self-employed.

  1. To consider initial research into the Green Communities Low Carbon Communities Challenge.
