P09/10.113 Apologies and reasons for absence. None.

Disclosure by Members of personal interests in matters on the agenda, the nature of any interest and whether the member regarded the interest as prejudicial under the terms of the Code of Conduct.

Cllr Wright declared her personal interest in Agenda item 118.3 by virtue of her being involved with helping the applicant to find an appropriate sign and location to advertise the Brickwall and other Sedlescombe businesses.

P09/10.115 Prejudiced members' participation. None.
P09/10.116 Public participation session. The Chairman agreed that Mr John Page of Nuthatches, Balcombe Green, would be allowed to speak to the Committee regarding his planning application RR/2009/3090/P (agenda item 118.5).
P09/10.117 Minutes. RESOLVED: That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Planning Committee held on 19/01/10.
P09/10.118 Planning Applications
118.1 RR/2009/3089/P Pestalozzi International Village, Ladybird Lane, Sedlescombe. Temporary climbing and abseiling tower. Cllr Wright reported on her inspection. RESOLVED: That the Parish Council supports approval of this application which is in accordance with Policy GD1.4 in that it respects and does not detract from the character and appearance of the locality.

RR/2009/3127/L Asselton House, The Green, Sedlescombe. Proposed single storey, rear extension.

Cllr Wheatley reported on her inspection. RESOLVED: That the Parish Council supports approval of this application for listed building consent.

RR/2009/3130/A A21 - land fronting (opposite Magazine Farm & Lucks Nest), Sedlescombe TN33 0QA. Addition of 2 non-illuminated signs to advertise existence of hotel in Sedlescombe Village. Cllr Wright declared her personal interest by virtue of her being involved with helping the applicant to find an appropriate sign and location to advertise the Brickwall and other Sedlescombe businesses. She remained in the meeting and took part in discussions.

 

The Committee agreed not to comment on this application because of ongoing discussions with the applicant, the Chairman of the Parish Council and the Planning Officer regarding the wording and siting of a sign that would generally benefit Village businesses. Although an information sign measuring 1 metre square would not need planning approval if it was sited off the highway and on land pertaining to the business, whether a general Village business sign situated on private land within the parish of Sedlescombe would need planning approval was being investigated. The Parish Council had set aside some of its Village of the Year prizemoney towards the provision of the sign.

118.4 RR/2010/12/P The Budget Car Company, The Street, Sedlescombe. Erection of storm port on existing car sales area (part retrospective by virtue of design changes). Cllr Martin reported on his inspection. RESOLVED: That the Parish Council continues to object to the storm port as re-designed. It is inappropriate in the Conservation Area and approval could set a precedent.
118.5

RR/2009/3090/P Nuthatches, Balcombe Green, Sedlescombe. Construction of oak framed, timber clad garage, side-on, to front of existing house.

 

Mr Page addressed the Committee regarding his application for a new garage in the front of his property on the site of an existing Leylandii tree. He also answered questions regarding proposed stormwater drainage and replacement trees.

 

Cllr Marland reported on his inspection. RESOLVED: That the Parish Council supports approval of this application which is in accordance with Policy GD1.4 in that it respects and does not detract from the character and appearance of the locality by its use of materials. However, the Parish Council will inform Rother DC about existing problems with drainage from Balcombe Green in general and therefore the importance of good stormwater drainage arrangements and also, further to help the drainage situation, suggests that two trees are planted in the front garden of Nuthatches to replace the large conifer tree that will be removed.

The Clerk also reported, regarding planning application RR/2009/3066/P at Park View, The Street, Sedlescombe, that a revised plan layout had been submitted by Brite Design & Development because of inaccuracies in the landholding as shown on the drawings. The following note has also been added by East Sussex County Council to its comments: "It was evident from a recent site visit that the Bus Stops closest to the site, on either side of the B2244, require upgrading. On the western side of the road, kescal kerbs should be introduced to serve low floor buses. On the Eastern side of the B2244 I would also wish to see kescal kerbs introduced along with a replacement Bus Shelter. The Parish Council should be consulted as to what type of shelter is considered acceptable."

P09/10.121 Board advertising starter homes in Sedlescombe. A board had recently been erected at the rear entrance of the Brickwall Hotel advertising starter homes and, subsequently, a planning application had been submitted for a terrace of three small houses with one parking space each on a piece of land which currently benefits from existing planning approval for one property. The application will be considered at the next meeting of this Committee on 23 February.
