135.1 RR/2010/420/P Mulberry Cottage, Blackbrooks, Sedlescombe. Removal of single storey side addition and erection of two storey extension. Cllr Rand reported on his inspection. RESOLVED: That the Parish Council supports the proposal as it appears to be in accordance with Policy HG8 - it will be in keeping with the character of the existing dwelling and its surroundings in terms of its size, style, design and materials as well as protecting the amenities of adjoining properties.

RR/2010/529/P The Cottage, The Street, Sedlescombe. Proposed conversion of part of existing garage to form annexe to be used in conjunction with cottage. RESOLVED: That the Parish Council supports the application as long as its use is ancillary to the main accommodation at The Cottage. It was noted that RR/2008/3046/P - a new residential annexe to Tamar - was approved by Rother DC in 2008.

Rother Strategic Housing Land Availability Assessment (SHLAA) Briefing. All planning authorities are required to produce a SHLAA, in accordance with "Planning Policy Statement 3: Housing" as a background document to the Local Development Framework Core Strategy. Its purpose is to indicate potential opportunities for housing provision in line with the proposed development strategy. The Clerk reported on a meeting at Bexhill Town Hall today where parish clerks were informed about the SHLAA which is to be published on Rother's planning website tomorrow (31/03/10). The SHLAA relates to the period up to 2026 and will inform the District Council where 5600 new homes could be built in Rother between 2006 and 2026. It was confirmed that this housing requirement will inevitably mean that new greenfield extensions to settlements will need to be identified. The SHLAA only considers sites with potential for six or more dwellings. Rother DC has not made any policy commitment to housing development on sites in the SHLAA. The sites will be assessed further together with consideration of whether there may be other more suitable uses for the sites.

 

Before any individual sites are proposed for development, the Council will set out the overall distribution of development in its Core Strategy. This is due to be published for public consultation in September 2010. This will include the broad scale of growth for each town and village but will not determine, or identify, individual sites. Individual sites will be allocated in a separate "Site Allocations" document, which must be subject to public consultation before any decisions are made. Initial consultation on the "Site Allocations" document will be held from later this year.

P09/10.139 Rother Renewable Energy & Low Carbon Development Study. It was noted that Rother DC has commissioned a study which includes the environmental standard for new homes that should be adopted in Rother. The government wants to see the energy efficiency of all house-building meeting Code 6 (carbon neutral) by 01/04/2016 although Rother may adopt Code 3 for current builds.
P09/10.140 Protection of trees, building site at Pestalozzi International Village. With the commencement of site clearance for building six properties at Pestalozzi, came the removal of several trees. The Clerk had asked Andrea Ingram, Rother Tree Officer, to inspect the site to ensure that all trees noted for protection on the plan have survived. The cutting down of a Strawberry Tree was regretted.
