Terms of Reference

  1. To approve design of fencing around pump and to accept quotation.
  2. To approve work to the Pumphouse and accept quotation.
  3. To oversee the proposed work to the pump and pumphouse.

H10/11.1 Election of Chairman. RESOLVED: That Cllr Mitchell be Chairman of the Committee for the ensuing year.
  Contractors for railings. Both contractors that had provided quotations for the replacement railings had been invited to the meeting. The representative from F E Philcox was unable to attend. Mr Griffiths of Ironworks UK Ltd attended and answered questions put to him by members. Mr Griffiths then left the meeting.
H10/11.2 Apologies and reasons for absence. Apologies had been received from Cllr Rand (working), Cllr Martin (away) and Cllr Irwin (ill).
H10/11.3 Disclosure by Members of personal interests in matters on the agenda, the nature of any interest and whether the member regarded the interest as prejudicial under the terms of the Code of Conduct. None disclosed.
H10/11.4 Prejudiced members' participation. None.
H10/11.5 Public participation session. No public present.
H10/11.6 Minutes. RESOLVED: That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Heritage Committee held on 02/02/10.
H10/11.7 Pump/Pumphouse Project Update
7.1 Listed Building Consent. Granted 31/03/10 with conditions.

Grants.

  1. A grant of £8788 had been awarded by the Warr Partnership towards refurbishment of the pumphouse and pump, replacement railings and replacement of inner and outer casings (80% of the total £10,985). 20% had been raised locally. Funding was therefore available for Part I of the Project.
  2. A grant of £1000 had been awarded by Battle Partnership towards Part II of the Project, ie refurbishment of the pump and educational resources. £108 was also in hand from the local fund raising.
7.3 Balance of the costs. Any remaining funding needed for Part II of the Project would be provided by the Parish Council.

Railings. RESOLVED: That Ironworks Ltd's quotation dated 20/11/09 for removing the old railings and replacing them is accepted. The design to be basic railings from floor to ceiling interspersed with 600mm alternate dog bars with barley twist section in centre of each dog bar. Railings to be painted. On the Post Office side, a plaque to be fitted with the wording as follows: This water pump was provided in 1900 by Samuel Pratt Berens Bucknill. The pump was restored by Sedlescombe Parish Council in 2010 with the aid of local fund raising.

Mr Griffiths had agreed to provide the 1:5 plan required by Rother Planning at no extra cost.

7.5 Pump casings. The Council had accepted RPJ Leadwork's quotation dated 12/01/10 for removing the old outer and inner casings and replacing them (C10/11.20.4.1). Mr Johnston had agreed to carry out the measurement and photographic survey required by Rother Planning.
7.6 Water pump and well. The Parish Council plans to investigate the old water pump and the well once the railings and pump outer and inner casings have been removed, with the intention of restoring the mechanism to pump water for demonstration purposes.

Refurbishment of pumphouse and pump. Three quotes had been received earlier this year. RESOLVED: That BEM Builders and Decorators Ltd's quotation dated 09/03/10 is accepted excluding the £3000 for the water pump and the cost of the clay peg tiles which Aldershaw Tiles have offered to donate to the Council. Work preferably to be undertaken while the railings and pump cladding are absent.

 

All work to be undertaken between 01/07/10 and 30/09/10.
