Chairman to introduce 2 Members of Rother District Council's Standards Committee, namely Mr Mark Haskell (Independent Member) and Mrs Mary Varrall, Etchingham Parish Council (Parish / Town Council Representative)
C10/11.22 Apologies and reasons for absence.
C10/11.23

Interests. To receive disclosures of personal and prejudicial interests from Councillors on matters to be considered at the meeting in accordance with the adopted Code of Conduct 2007. The disclosure must include the nature of the interest.

 

If a member becomes aware, during the course of a meeting, of an interest that has not been disclosed under this item he/she must immediately disclose it. They may remain in the meeting and take part fully in discussion and voting unless the interest is prejudicial.

 

A personal interest is prejudicial if a member of the public with knowledge of the relevant facts would reasonably regard it as so significant that it is likely to prejudice a member's judgement of the public interest and it relates to a financial or regulatory matter.

 

Members are reminded to repeat the declarations when the items are announced by the Chairman.

C10/11.24 Prejudiced members' participation. Chairman to ask prejudiced members (if any) whether they wish to make representation, answer questions or give evidence to the Council with regard to items on the agenda. At the Chairman's discretion, members will be allowed to make their representations etc. at the beginning of the appropriate agenda item and to leave the meeting during the representations made by the public and the deliberations of the Council..
C10/11.25 Public participation session. Chairman to ask any members of the public whether they wish to make representation, answer questions or give evidence with regard to items on the agenda. At the Chairman's discretion, the public will be allowed to make their representations etc. at the beginning of the appropriate agenda item, after prejudiced members' participation. The Chairman should inform the public that their names will be recorded and representations etc. minuted.

Casual Vacancy, Sedlescombe Parish Council. To note that, following the resignation of Ralph Dellow on 16 May 2010, the vacancy on the Council was advertised. No election was demanded by the due date. The Parish Council will fill the vacancy in accordance with its adopted Casual Vacancy Policy. NB The vacancy has been advertised in the July Bulletin and applicants asked to reply by Friday 23/07/10. Council to consider whether the policy should be amended to include interviewing applicants.

 

The next councillors' training course is to be in Bramber, W Sussex, on 10-11 September.

Minutes. To resolve: That the Chairman of the Council is authorised to sign the Minutes of the Meeting of the Council held on 11 May 2010.
C10/11.28 Minutes of Meetings of Committees
  1. Planning Committee. To Resolve: That the Minutes of the Meetings of the Planning Committee held on 01/06/10 are received.
  2. Heritage Committee. To Resolve: That the Minutes of the Meeting of the Heritage Committee held on 22/06/10 are approved.
  3. Finance Committee. To Resolve: That the Minutes of the Meeting of the Finance Committee held on 29/06/10 are received.

  2. New footpath book for 1066 Country to be published by Nick Brown of Westfield.
  3. Bexhill to Hastings link road under review. See Times newspaper report.

  5. July 2010 Sedlescombe Parish Council Bulletin.
  6. Footpath 6, Brede Lane to Gorselands. To note that letters have been sent to neighbours re hedges encroaching onto the public footpath.
  7. Footpath 6 between Orchard Way/Park Shaw. To note that the broken handrail has been reported to ESCC.
  8. Footpath 6. To note that ESCC still plan to replenish the stones on the path between Balcombe Green and the rear of Park Shaw in July/August. It is likely that they will simply channel the flow of water under the path rather than re-direct it anywhere. There is some concern that if they tried to direct it to the shallow ditch, it would potentially cause a problem for the adjoining garden.
  9. Footpath 29. To note that Ralph Dellow has replaced the fingerpost on this path.
  10. To note that the School has purchased a second-hand mini-bus for £10,000. The School Capital Grant paid £5,000 and the PTA £5,000. It will be available to the Village.
  11. The way Sussex Police Force operates is to be redesigned to save at least £34m over four years.

  1. Bank Reconciliations. To approve bank reconciliations at the end of May and June 2010.
  2. Cheques. To ratify the June cheque list and approve the July 2010 cheque list.

Training/Meetings

  1. Report of the Community Transport Meeting held at Darvell, Robertsbridge on 12/05/10 which was attended by Cllr Glew and the Clerk. Web notes here. Mrs Ham has agreed to provide numbers of children arriving from different areas.
  2. Report of Sedlescombe Parish Council Energy Saving and Fuel Poverty Meeting in the Brickwall Hotel on 18/05/10.
  3. Winter Maintenance. An ESCC Committee meeting on 16/06/10 considered improvements to the winter maintenance scheme. Notes are available and an update is expected to be provided at the ESCC Annual Parish and Town Council Meeting on 23/07/10 at Uckfield (see C10/11.32.2 above).
  4. Invitation to East Sussex County Council Annual Parish and Town Council Meeting, 23/07/10, Uckfield Civic Centre.
  5. Report of Rother Clerks' Meeting held on 07/06/10. Gina Sanderson from Rother Voluntary Action was the speaker.
  6. Report of Legal and Finance Day, 22/06/10 arranged by SALC and attended by the Clerk/Finance Officer.
  7. Clerks' Networking Day is to be held in Leeford Place on 20/10/10.

Consultations. To consider the following consultations

  1. To consider the Rother District Council draft Youth Strategy. Rother wants to 1) Create opportunities for young people in Rother to find good jobs and homes; 2) Improve the understanding, inclusion and recognition of young people; 3) Contribute to healthy and active lifestyles among young people. More details about the strategy can be seen at www.rother.gov.uk/youthstrategy.
  2. Waste and Minerals Core Strategy consultation - results expected in late summer. Interim summary "What will we do with waste in East Susse?" has been published by the County Council.
  3. On 25/05/10, the Woodland Trust consulted on the design of proposed signage in Brede High Woods.
  4. On 25/05/10, Rother District Council consulted on De La Warr Pavilion in preparation of Services Overview & Scrutiny Committee of 07/06/10.

  1. Action Plans. To consider what should be done about the actions listed in Minute C10/11.18.1.2 and 3 (see previous Minutes).

  1. To receive and comment on PCSO/Police reports.
  2. To note Jean Dellow's report of anti-social behaviour at the back of EVT garages on 14/05/10.

  4. To discuss the use of Stream Lane as a rat run made worse by the installation of derestriction signs now that a new 50mph speed limit has been introduced in Hawkhurst Road.
