Disclosure by Members of personal interests in matters on the agenda, the nature of any interest and whether the member regards the interest as prejudicial under the terms of the Code of Conduct. Cllr Rand declared his personal/prejudicial interest in agenda item P10/11.34.1 by virtue of his professional involvement with the development. It was agreed the item should be moved to the end of the agenda.

P10/11.33 Minutes. RESOLVED: That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Planning Committee held on 13/07/10.

Planning Applications

34.1 RR/2010/1671/P Pestalozzi International Village - land at, Sedlescombe TN33 0RR. Proposed residential development comprising 6 detached dwellings with detached garages. Moved to end of the agenda.
34.2 RR/2010/1699/P Strawberry Hill Farm, Poppinghole Lane TN32 5QY. Renewal of planning permission RR/2004/2176/P - renewal of RR/1999/1589/P for conversion of barn to single dwelling. Cllr Martin reported on his inspection. RESOLVED: That the Parish Council supports the proposal as it is simply a renewal of a previously-approved application.
34.3 RR/2010/1709/P 43 Gorselands, Sedlescombe TN33 0PT. Proposed extension and garage conversion. Cllr Martin reported on his inspection. RESOLVED: That the Parish Council supports the proposal which is in keeping with the character of the existing dwelling and its surroundings in terms of its size, style, design and materials and does not unreasonably harm the amenities of adjoining properties [HG8 and GD1(ii)]. It also respects and does not detract from the character and appearance of the locality [GD1(iv].
34.4 RR/2010/1785/P 32 Park Shaw, Sedlescombe TN33 0PP. Proposed first floor extension. This application has been withdrawn.
P10/11.35 Appeals. RR/2010/12/P The Budget Car Company, The Street, Sedlescombe TN33 0QB. The Inspector had dismissed the appeal. She commented "The proposed materials for the storm port would not reflect the more traditional materials found elsewhere in the Conservation Area and would be of a utilitarian appearance inappropriate for such a setting" and "....in my view, the proposal would be damaging to the character and appearance of the area and as such would neither preserve nor enhance the setting".

Flying from Spilstead Farm. Notification of breaches of protocol. Two further breaches of the protocol were reported to Rother DC in July 2010:

09/07/10 - Ann Moore of Goldsmiths, Whatlington reported an aeroplane flying low over Goldsmiths from just west of north, down the valley and over Spilsteads to land at 15:50. It was a silver monoplane with two red parallel strips from nose to tail. The wings were under the plane. Ann had said she had witnessed several other instances over the last few months.

14/07/10 - Whatlington Parish Council reported that a plane took off at 14:05 and flew over the exclusion zone of Whatlington.

 

On 20/02/10, Whatlington Parish Council reported that a plane took off at 15:50 and flew over the exclusion zone of both Whatlington and Sedlescombe.

P10/11.38 Letter from Rother DC Head of Planning. The letter advised of revisions to the Council's programme of work on its Local Development Framework brought about by the Government's decisions to revoke the South East Plan and to defer any decision on the Bexhill Hastings Link Road.

Cllr Rand declared his personal/prejudicial interest and left the meeting. RR/2010/1671/P Pestalozzi International Village - land at, Sedlescombe TN33 0RR. Proposed residential development comprising 6 detached dwellings with detached garages. Cllr Wright reported on her inspection. RESOLVED: That the Parish Council supports this development for the the following reasons: GD1(i) It meets the needs of future occupiers, including providing appropriate amenities and the provision of appropriate means of access for disabled users. GD1(iv) By siting a bungalow, rather than a two-storey property, close to The Stables, the character and appearance of the locality are respected. GD1(vi) The design respects the topography of the site. GD1(xii) The design promotes the efficient use of energy and water through the layout and design of the buildings including use of recycled local materials where available.
