C10/11.45 Apologies and reasons for absence.
C10/11.46

Interests. To receive disclosures of personal and prejudicial interests from Councillors on matters to be considered at the meeting in accordance with the adopted Code of Conduct 2007. The disclosure must include the nature of the interest.

 

If a member becomes aware, during the course of a meeting, of an interest that has not been disclosed under this item he/she must immediately disclose it. They may remain in the meeting and take part fully in discussion and voting unless the interest is prejudicial.

 

A personal interest is prejudicial if a member of the public with knowledge of the relevant facts would reasonably regard it as so significant that it is likely to prejudice a member's judgement of the public interest and it relates to a financial or regulatory matter.

 

Members are reminded to repeat the declarations when the items are announced by the Chairman.

 

C10/11.47 To consider amendments to the current list of Members' interests.
C10/11.48 Prejudiced members' participation. Chairman to ask prejudiced members whether they wish to make representation, answer questions or give evidence to the Council with regard to items on the agenda. At the Chairman's discretion, members will be allowed to make their representations etc. at the beginning of the appropriate agenda item and to leave the meeting during the representations made by the public and the deliberations of the Committee.
C10/11.49 Public participation session. Chairman to ask any members of the public whether they wish to make representation, answer questions or give evidence with regard to items on the agenda. At the Chairman's discretion, the public will be allowed to make their representations etc. at the beginning of the appropriate agenda item, after prejudiced members' participation. The Chairman should inform the public that their names will be recorded and representations etc. minuted.

Co-option of Jonathan Vine-Hall to Sedlescombe Parish Council. To note that Mr Vine-Hall has signed his Declaration of Acceptance of Office. His completed interests form has been sent to Rother District Council with a copy retained with the Clerk. He has applied for dispensation regarding the personal/prejudicial interest in the Sedlescombe Playing Field and Recreation Ground Trust by virtue of the Parish Council being the sole Trustee of the Trust.

  1. Bank Reconciliations. To approve bank reconciliations at the end of July and August 2010.
  2. Cheques. To ratify the August cheque list and approve the September 2010 cheque list.
  3. Annual Inspection Report by Chairman of Finance and the Clerk (Part 1 herewith, Part 2 to follow). To resolve:
    1. That the Inspection Reports (Parts 1 and 2) are adopted (amended as necessary) and that the Finance Committee is authorised to make the necessary arrangements for inclusion in the budget as required. PLEASE READ PRIOR TO MEETING:

  4. Internal Audit of 2010/11 accounts. To note that Angela Alexander had been appointed to carry out the Audit. It will take place at Woodland Cottage on Wednesday 4 May 2011.

Conferences and other meetings. Invitations have been received to the following:

  1. "Transport for Life" conference on Monday 20/09/10, 10:00-15:30 at The Civic Centre, Uckfield. This is a conference about transport and the role of Voluntary and Community organisations in East Sussex.
  2. "Rural futures in a time of change - policy and practice". An AiRS conference on Thursday 23/09/10 at Slaugham Manor Conference Centre, Slaugham, W.Sussex RH17 6AJ. Cost £35. Francis Maude MP, Minister for the Cabinet Office will speak on the Civil Society and the challenges for rural communities.
  3. "Traffic Calming Gateway Workshop" on Wednesday 29/09/10 at Icklesham Memorial Hall, Workhouse Lane, Icklesham TN36 4BJ, 13:00 for 13:30 start. This workshop will be attended by representatives from East Sussex Highways Department, Highways Agency and Approved Highway Contractors and will allow parishes to select from a display of safety audited structures, materials, signage and traffic calming messages. A rough cost of the gateways will be provided for budgeting purposes. Responses needed by 15/09/10.
  4. Crime and Anti-social behaviour meeting to be held at 19:00 on 30/09/10 at Brede Village Hall.
  5. Southeastern Trains Stakeholder Forum at the Angel Centre, Angel Lane, Tonbridge TN9 1SF on Wednesday 20/10/10, 1800-2000. Responses needed by 10/10/10.
  6. Cllrs Martin and Mitchell to attend Community Emergency Planning Conference at Eastbourne Town Hall, 1800-2100 on Thursday 18/10/10.
  7. Sussex Association of Local Councils (14:00) and Action in Rural Sussex (15:30) AGMs, Wednesday 03/11/10.

Aim 1 To achieve an Informed and Participating Sedlescombe Community

  1. To review the amended "Casual Vacancy Policy". Please see report here.
  2. To consider whether a May Fayre should be held on the Village Green in May 2011 and, if it is, to consider arrangements.
  3. To consider whether the Council should renew its Lottery Licence at the cost of £20.
  4. Welcome packs.

Aim 2 To achieve a Safe and Healthy Sedlescombe Community

  1. Highway repairs, broken road signs and hedge cutting.
  2. Playground reports.
  3. Dogs and Dog Control Orders, including consideration of whether the Parish Council should support erection of dog control order signs in the Village. Please see Dog Control Orders report here.
  4. PCSO Reports and Police comments regarding Demi's attendance at Parish Council meetings.
  5. To receive a report on the ESCC Annual Parish and Town Council Meeting on 23/07/10, attended by Cllrs Wright and Glew. A pack has been forwarded to all members of the Parish Council detailing this meeting.
  6. To consider the Parish Council's winter maintenance policy (raised at meeting in 59.5 above). NB The County Council will be telling people who ask them for grit bins to contact their parish councils. What should be this Council's reply? Should it have a winter maintenance policy? Please see Snow and Ice report here.
  7. Rother Transport Action Group. The Terms of Reference for this Group can be seen here. A meeting was held on 10/08/10 when a Rother Speed Limit Review Report was received. Both of these documents contain references to Sedlescombe.

Aim 3 To help provide Amenities and Services in Sedlescombe

  1. Discussions with the Sports Association. A meeting took place between members of the Sports Association Committee and the Parish Council on 19/07/10. See details here of the Clerk's notes produced for the meeting.
  2. Sports Association Fund-raising and proposed charitable status.
  3. Removal of the portacabin(s) to the Sportsfield Car Park and the proposed use of the large portacabin by Sedlescombe Societies' Association (including Sports Association comments if available). Please see Portacabin report here.
  4. Public footpaths and bridleways. Please see report here.
  5. Ladybird Lane. To note reply from Paul Evans, Director of Pestalozzi International Village.
  6. Pestalozzi events.
