C10/11.62 Apologies and reasons for absence.
C10/11.63

Interests. To receive disclosures of personal and prejudicial interests from Councillors on matters to be considered at the meeting in accordance with the adopted Code of Conduct 2007. The disclosure must include the nature of the interest.

 

If a member becomes aware, during the course of a meeting, of an interest that has not been disclosed under this item he/she must immediately disclose it. They may remain in the meeting and take part fully in discussion and voting unless the interest is prejudicial.

 

A personal interest is prejudicial if a member of the public with knowledge of the relevant facts would reasonably regard it as so significant that it is likely to prejudice a member's judgement of the public interest and it relates to a financial or regulatory matter.

 

Members are reminded to repeat the declarations when the items are announced by the Chairman.

C10/11.64 Prejudiced members' participation. Chairman to ask prejudiced members (if any) whether they wish to make representation, answer questions or give evidence to the Council with regard to items on the agenda. At the Chairman's discretion, members will be allowed to make their representations etc. at the beginning of the appropriate agenda item and to leave the meeting during the representations made by the public and the deliberations of the Committee.
C10/11.65 Public participation session. Chairman to ask any members of the public (if any) whether they wish to make representation, answer questions or give evidence with regard to items on the agenda. At the Chairman's discretion, the public will be allowed to make their representations etc. at the beginning of the appropriate agenda item, after prejudiced members' participation. The Chairman should inform the public that their names will be recorded and representations etc. minuted.

  1. Planning Committee. To Resolve: That the Minutes of the Meetings of the Planning Committee held on 05/10/10 and 02/11/10 are received.

Cllr Mary Irwin

  1. To note the resignation from the Parish Council of Mary Irwin and to register the Council's and the Village's appreciation of Mary's twenty-year service to the community in the capacity of parish councillor
  2. As it is less than six months before Mary's term of office would have expired, the Parish Council is not required to advertise the vacancy so that a poll can be demanded. However, if the Parish Council wishes, it may co-opt someone to fill the vacancy caused by the resignation (it is not, however, required to do so). To consider co-opting someone on to the Parish Council for the last six months' term of office.
  3. To appoint a replacement representative on the Rother Association of Local Councils.
  4. To consider filling the vacancy on the Finance Committee.

Cllr Caitlin Wheatley

  1. To note the resignation from the Parish Council of Caitlin Wheatley and to register the Council's and the Village's appreciation of Caitlin's contribution to the work of the Council since she joined in 2007.

  1. Change of date of January 2011 Council Meeting. Now to be held on Tuesday 18 January.
  2. Inserts into Rother Welcome Packs arranged through Rother Voluntary Action.
  3. Consultation by Rother District Council (closing date 13/10/10, received 08/10/10) on Parish Councillors' Allowances.
  4. Councillors are invited to attend Pestalozzi's mince pie event on Monday 20 November from 1830.
  5. East Sussex Fire Authority Annual Plan 2010/11 is now available online. Click here.
  6. 2011 census, 27/03/2011. To note that the Census Area Manager responsible for the Rother District has now been appointed and is asking for parishes' help to build awareness and support for the census in our area. Apart from the usual methods of articles and notices, people are being sought to raise awareness and to encourage local people to complete the questionnaire. Other ideas are being sought by Nicky Field, the Census Area Manager. Information about jobs connected with the 2011 census can be seen on the Census Jobs Website. C10/11.74 2011 Parish Council Elections. To consider any action to advertise the forthcoming elections.

Business Plan for the Parish Council. To consider whether the Council should agree to draw up an annual business plan. The following are exercises which could contribute:

  1. Visioning exercise. Trevor Leggo of Sussex Association of Local Councils is willing to conduct sessions in parishes in preparation for preparation of business plans. Should the Parish Council invite Trevor to a meeting in January 2011?
  2. Consultation with residents. Should the Parish Council consult with residents (last time 2007) eg, asking what three subjects in Sedlescombe are of most concern?

Aim 1 To achieve an Informed and Participating Sedlescombe Community

  1. Litter collection. To approve arrangements for voluntary litter collection in Sedlescombe.
  2. Report of Youth Meeting held on 03/11/10.
  3. Non-delivery of October Bulletin. To consider a complaint from a member of the public that "few people received the Bulletin in October".

Aim 2 To achieve a Safe and Healthy Sedlescombe Community

  1. To note Council letter of support for our PCSO has been sent to Sussex Police Chief Constable and reply received. Also reply from Chief Inspector Heather Keating.
  2. To consider forwarding any matters of a strategic nature for inclusion on the agenda of the next half-yearly meeting of SALC with the Chief Constable by 17/11/10. SALC will be seeking clarification as to possible changes with regard to neighbourhood policing including the possible impact on PCSO numbers.
  3. To receive Police/PCSO Reports.
  4. Police Panel Meetings. To note that some of the meetings are poorly attended and Police are experimenting with associating these with Council meetings, for example holding them immediately before. Lack of publicity is thought by some to be a key factor. District Cllr Ganly has suggested Panel meetings could be combined with District Councillor surgeries.
  5. To receive playground reports.
  6. To receive a report regarding Dogs and Dog Control Orders.
  7. County Council Winter Services Policy. To note that ESCC has provided good advice through their website and a press release and that links have been added to the Parish Council website. To consider adopting a Winter Maintenance Policy for Sedlescombe as detailed in the Draft Clerk's Briefing Note.

Aim 3 To help provide Amenities and Services in Sedlescombe

  1. Pump and Pumphouse Project - for full report at the Finance Committee Meeting on 14/12/10.
  2. Ladybird Lane - for full report at Finance Committee Meeting on 14/12/10.
  3. Budget Car Company.
  4. Sportsfield and the Sportsfield Car Park.
  5. Public footpaths and bridleways
    1. Request for a gate to replace the broken stile on Fp17c.
    2. Request for a pedestrian gate to replace the kissing gate when the gate/fence work is undertaken at the Sportsfield (Fp 31).
    3. Complaint about Fp 34, New England Lane to A21, which is becoming difficult to find.
    4. Repair required of gate installed by volunteers.
  6. To consider Queen Elizabeth II Fields Challenge.
  7. Consultation by East Sussex County Council (closing date 04/01/11) on the following:
    1. Draft Local Transport Plan 3 - 2011-2026.
    2. Draft Community Transport Strategy.
    3. Draft Freight Strategy.
  8. Consultation by East Sussex County Council (closing date 12/11/10) on the Review of Supported Local Bus Services and Closed Door School and College Contracts - Lewes, Hastings, Rother and Wealden Areas.
  9. To consider sending a representative to the Battle Area Community Transpsort AGM to be held in Mountfield Village Hall at 16:00 on Wednesday 08/12/10.

Aim 5 To protect and enhance Sedlescombe's built and natural environment

  1. Red Barn Field. For report from Cllr Rand.
  2. Rother Ancient Woodland Survey. To note that a revised survey has recently been completed.
  3. Sussex Hedgerow Inventory Project. The Sussex Biodiversity Record Centre in Henfield has data on almost 3,000 Sussex hedgerows. More information is needed and individuals or groups are being invited to survey either a 1/4 km square or, even, the whole parish. Assistance will be provided. To consider whether the Council should be involved.
  4. The Environment Agency is asking if the the Council will consider registering for further information in connection with planning for a flood in this parish. Tthe National Emergency Response Exercise (Exercise Watermark) for flooding will take place in March 2011. Individuals and local community groups can get involved in a variety of ways eg testing a community or personal flood plan, demonstrating a flood product or holding an awareness event such as a Flood Fair or a question and answer session with a local expert. Local businesses could also be invited to join in. How a body gets involved with Exercise Watermark is up to them. A day-long or week-long event can be arranged. The Environment Agency is offering advice, support or guidance. Council to consider.
  5. Beech Oasts, Hawkhurst Road. To note information from Dr Roper that the Forestry Commission has agreed Mr W Trelawney-Vernon's plan to restore the meadow in Beech Wood just west of Beech Oasts. Dr Roper comments that this is a valuable gain for biodiversity in the parish. He is grateful for the Parish Council's support.
