F10/11.40 Apologies and reasons for absence.
F10/11.41

Interests. To receive disclosures of personal and prejudicial interests from Councillors on matters to be considered at the meeting in accordance with the adopted Code of Conduct 2007. The disclosure must include the nature of the interest. If you become aware, during the course of a meeting, of an interest that has not been disclosed under this item you must immediately disclose it. You may remain in the meeting and take part fully in discussion and voting unless the interest is prejudicial.

 

A personal interest is prejudicial if a member of the public with knowledge of the relevant facts would reasonably regard it as so significant that it is likely to prejudice your judgement of the public interest and it relates to a financial or regulatory matter.

 

Members are reminded to repeat the declarations when the items are announced by the Chairman.

F10/11.42 Prejudiced members' participation. Chairman to ask prejudiced members (if any) whether they wish to make representation, answer questions or give evidence to the Committee with regard to items on the agenda. At the Chairman's discretion, members will be allowed to make their representations etc. at the beginning of the appropriate agenda item and to leave the meeting during the representations made by the public and the deliberations of the Committee.
F10/11.43 Public participation session. Chairman to ask any members of the public (if any) whether they wish to make representation, answer questions or give evidence with regard to items on the agenda. At the Chairman's discretion, the public will be allowed to make their representations etc. at the beginning of the appropriate agenda item, after prejudiced members' participation. The Chairman should inform the public that their names will be recorded and representations etc. minuted.
F10/11.44 Minutes. To Resolve: That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Finance Committee held on 19/10/10.
F10/11.45 Parish Maintenance Team.
F10/11.46 Update report on jobs.
F10/11.47 Parish Council signatories. To note that the Local Government Minister Grant Shapps announced in October that changes are planned to come into force in 2011 giving parish councils freedom to make use of modern banking methods such as electronic banking. However, safeguards are being considered to make sure that all the payments made by parish councils are legitimate and that there is no misuse of the system. These checks and controls will be designed by the National Association of Local Councils and the Society of Local Council Clerks.

Ministerial statement re parish council precepts. To note the following information from the Ministerial statementfrom Mr Eric Pickles made on 21/10/10:

  1. Parish councils will not be included in the new scheme to allow local residents to veto excessive council tax rises.
  2. Parish councils are being urged to "exercise rstraint and make sure no council tax payer faces an increased bill".
F10/11.49 Grants to Playing Field Trust. To note that the Parish Council has provided £1,500 in grants to the Public Playing Field and Recreation Ground Trust and the Trust has reimbursed the Council with £1,350. Further expenditure and, therefore, reimbursement is expected before the end of the financial year.

Responsible Financial Officer's delegated financial powers. To approve the following:

  1. Purchase of petty cash items up to £20/month.
  2. Approval of minor grounds maintenance expenses up to £75/month.
  3. Purchase of stationery including copier toner up to the annual budget figure.
  4. Booking training for councillors and the Clerk/RFO up to the annual budget figure.
