P10/11.101

Interests. To receive disclosures of personal and prejudicial interests from Councillors on matters to be considered at the meeting in accordance with the adopted Code of Conduct 2007. The disclosure must include the nature of the interest. If you become aware, during the course of a meeting, of an interest that has not been disclosed under this item you must immediately disclose it. You may remain in the meeting and take part fully in discussion and voting unless the interest is prejudicial.

 

A personal interest is prejudicial if a member of the public with knowledge of the relevant facts would reasonably regard it as so significant that it is likely to prejudice your judgement of the public interest and it relates to a financial or regulatory matter.

 

Members are reminded to repeat the declarations when the items are announced by the Chairman.

Prejudiced members' participation. Chairman to ask prejudiced members whether they wish to make representation, answer questions or give evidence to the Committee with regard to items on the agenda. At the Chairman's discretion, members will be allowed to make their representations etc. at the beginning of the appropriate agenda item and to leave the meeting during the representations made by the public and the deliberations of the Committee.

P10/11.103 Public participation session. Chairman to ask any members of the public whether they wish to make representation, answer questions or give evidence with regard to items on the agenda. At the Chairman's discretion, the public will be allowed to make their representations etc. at the beginning of the appropriate agenda item, after prejudiced members' participation. The Chairman should inform the public that their names will be recorded and representations etc. minuted.

P10/11.105 Planning Applications
105.1 RR/2010/2979/P Pestalozzi International Village, Sedlescombe. Temporary Abseiling tower. Applicant: Travel Class Ltd.
105.2 RR/2010/2718/P Orchard Farm, Battle Road, Whatlington. New vehicular access to serve the agricultural yeard and residential dwelling. This is to improve access for large vehicles and improve safety due to restricted sightlines of current driveway. Applicant: Mr A M Collie.

Appeals

  1. Budget Car Company, The Street, Sedlescombe. Appeal submitted against the Enforcement Notice issued on 06/09/10. This notice stated that a change of use of the land for parking and display of vehicles for sale outside the approved area had taken place without planning permission.
  2. Budget Car Company, The Street, Sedlescombe. Appeal submitted following refusal of planning permission to extend the existing authorised sales area (retrospective) (RR/2010/2211/P).

    The Parish Council submitted the following reasons for support of a refusal of the application:

    • Highly visible and prominent position in Sedlescombe Conservation Area.
    • Intensification of car sales is contrary to the spirit of the original planning application and does not respect the character and appearance of the locality.
    • Prejudices the character, appearance and setting of listed buildings, some of which are 15th century.
    • Can be prominently viewed from Village Green and is very noticeable from the Queen's Head garden.
    • Unacceptable traffic conditions are produced because of poor visibility near the river bridge.
    • Parking cars for sale on the concrete road prevents easy emergency access to the pumping station by Southern Water Authority.
    • Parking on the concrete road means that Southern Water Authority employees have to find somewhere else to park.
    • No turning facilities on the site.
  3. Budget Car Company, The Street, Sedlescombe. Appeal submitted against Enforcement Notice issued on 03/11/10. This notice stated that a storm shelter had been constructed without planning permission and that it should be removed within one month.
