Disclosure by Members of personal interests in matters on the agenda, the nature of any interest and whether the member regarded the interest as prejudicial under the terms of the Code of Conduct.

 

Cllr Martin declared his personal/prejudicial interest in agenda item P10/11.133 by virtue of his daughter being the Marketing Manager of Pestalozzi International Village Trust.

P10/11.130 Prejudiced members' participation. None.
P10/11.131 Public participation session. Approval was given for Debbie Martin and Brian Izzard to speak about agenda item P10/11.133, Pestalozzi International Village Events.
P10/11.132 Minutes. RESOLVED: That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Planning Committee held on 07/03/11.

Pestalozzi International Village Events. The Chairman, Cllr Martin, left the meeting and took no part in the discussions because of the personal/prejudicial interest he had declared. Cllr Wright in the chair.

 

Debbie Martin (Marketing Manager at Pestalozzi) and Brian Izzard (Rural Pastimes Committee) gave a brief presentation to the Council regarding a proposed event at the Pestalozzi Country Park on 13 and 14 August. Rural Pastimes are to hold a Country Fair at Pestalozzi. The following points were made:

  • The Country Fair will be similar to the old-style "Step Back in Time" event which will not be running this year on the A21.
  • Maps showing the layout of the event to be freely available from this week.
  • Letters to be sent to neighbours this week.
  • Committee members to visit neighbours to tell them about the event and to offer free entry to the show.
  • The Police have been informed and have no objections. Demi will be available.
  • Sports Association informed.
  • Cricket Club to be contacted.
  • Premises licence not required.
  • Although the show will be on two days, exhibitors will be arriving during the preceding week and camping in the main arena field near Pestalozzi buildings. About 2,000 people are expected.
  • No helicopter rides.
  • No overnight generators.
  • No amplified music after 22:30.
  • Tannoy system to be directed towards the Pestalozzi buildings.
  • Top gate to be used for entry and the bottom gate for exit.
  • A service may be held on the showground on Sunday morning. Otherwise noise will be kept at a low level until 12 noon on Sunday when the Chapel service will have finished.
  • Marquee to be used for craft exhibits.
  • Pestalozzi accommodation to be available.
  • Queries to be directed to Debbie Martin.

Planning Applications

134.1

RR/2011/278/P 1 Manor Cottages, The Street, Sedlescombe. Erection of single storey, timber framed glazed conservatory. Applicant Mr Lake. Cllr Mitchell reported on her inspection. RESOLVED: That the Parish Council supports a refusal for the following reasons:

  1. Being Grade 1 listed, 1-5 Manor Cottages is one of only 40 similarly-listed buildings in the whole of Rother District and the only Grade 1 listed building in Sedlescombe and must, therefore, be preserved as far as possible.
  2. The conservatory would not be in keeping with the existing building and it would unreasonably harm the amenities of adjoining properties.  The current occupiers of 2, 3 and 5 Manor Cottages are objecting to the proposal.
  3. The conservatory would prejudice the character, appearance and setting of heritage features of this important 15th/16th century building described in its listing as "one of the finest timber-framed buildings in Sussex".
  4. Manor Cottages is within the Sedlescombe Conservation Area where harmful changes are to be resisted, even in unlisted buildings.

134.3 RR/2011/429/P Lyndale, Churchland Lane, Sedlescombe. Erection of 2No. sheds and 1No. greenhouse (permission required by planning condition 5 to RR/2010/1404/P). Applicant Ms W Glaze. Cllr Martin reported on his inspection. RESOLVED: That Sedlescombe Parish Council does not object to the principle of having sheds and a greenhouse on this land; however the trees are shown incorrectly on the plan.  They are incorrectly named and shown in the wrong position.  The poplars (not oaks) which border Churchland Lane are very large and hollow and should be looked at by a tree professional urgently.

It was noted that an apology has been received from Rother DC for erroneously attributing a non-planning comment from a member of the public to the Parish Council on RR/2011/141/P.

 

It was noted that an objection has been received from a neighbour re RR/2010/2863/P at 37 Gorselands, Sedlescombe which has received planning approval. The objection was regarding the fence and hedge in front of the property which formed part of the planning approval despite deeds of properties in the area not allowing fences at the front of properties.

P10/11.138 Budget Car Company. The Clerk informed the Committee of the contents of an e-mail she had just received from Rother Environmental Health officer regarding possible prosecution.
