C11/12.37 Apologies and reasons for absence.
C11/12.38

Interests. To receive disclosures of personal and prejudicial interests from Councillors on matters to be considered at the meeting in accordance with the adopted Code of Conduct 2007. The disclosure must include the nature of the interest.

 

If a member becomes aware, during the course of a meeting, of an interest that has not been disclosed under this item he/she must immediately disclose it. They may remain in the meeting and take part fully in discussion and voting unless the interest is prejudicial.

 

A personal interest is prejudicial if a member of the public with knowledge of the relevant facts would reasonably regard it as so significant that it is likely to prejudice a member's judgement of the public interest and it relates to a financial or regulatory matter.

 

Members are reminded to repeat the declarations when the items are announced by the Chairman.

C11/12.39 Prejudiced members' participation. Chairman to ask prejudiced members whether they wish to make representation, answer questions or give evidence to the Council with regard to items on the agenda. At the Chairman's discretion, members will be allowed to make their representations etc. at the beginning of the appropriate agenda item and to leave the meeting during the representations made by the public and the deliberations of the Committee.
C11/12.40 Public participation session. Chairman to ask any members of the public whether they wish to make representation, answer questions or give evidence with regard to items on the agenda. At the Chairman's discretion, the public will be allowed to make their representations etc. at the beginning of the appropriate agenda item, after prejudiced members' participation. The Chairman should inform the public that their names will be recorded and representations etc. minuted.

  1. Planning Committee. To Resolve: That the Minutes of the Meetings of the Planning Committee held on 12 July, 2 and 30 August 2011 are received.
  2. Finance Committee. To Resolve: That the Minutes of the Meeting of the Finance Committee held on 6 September 2011 are received.

  1. Rother District Council has published its Annual Report and Performance Plan 2011.
C11/12.45 Finance
  1. Bank Reconciliations. To approve financial statements up to end August 2011. [This is a new 2-part layout and is the same document as was presented at the Finance Committee Meeting on 06/09/11.]
    1. Monthly income and expenditure up to end August 2011.
    2. Summary including monthly bank reconciliations.
  2. Cheques. To ratify the August cheque list and approve the September 2011 cheque list. 
  3. Annual Inspection of Parish Council responsibilities, 15/08/11 and 12/09/11. To note that the inspection has taken place and to delegate the job list to the Finance Committee for action. CLICK here for details of jobs already approved and being progressed and those that have been added to the jobs list following completion of Part 1 of the Village Inspection and the Finance Committee Meeting on 06/09/11.   3. To remind councillors of the training available very locally at Leeford Place Hotel, Whatlington in November. Training budget in hand.
  4. AGM of Sussex Association of Local Councils, 14:00 on Friday 04/11/11 to be followed by the AGM of Sussex Rural Community Council at 15:30.

Aim 1 To achieve an Informed and Participating Sedlescombe Community

  1. Pestalozzi International Village. To receive an update.
  2. Sedlescombe Action Plans. To consider producing a new Plan and ways of increasing parrticipation. So far the following is proposed:
    1. A broad survey which attempts to be fully-representative of the whole parish to find out the needs of all groups in terms of facilities.
    2. Outside help to be obtained to analyse the data - the cost of this would be offset by the cost savings in not making wrong capital expenditure decisions.
    3. Surveying to be done by councillors and volunteers over some months.
  3. Statement of Community Involvement. To resolve: That the Statement of Community Involvement (as amended) is adopted by Sedlescombe Parish Council.
  4. Hedges. To note action taken regarding cutting back of hedges and vegetation from pavements and the resultant reaction.
  5. Queen Elizabeth II Diamond Jubilee
    1. Commemorative merchandise.
    2. Big Lunch.
  6. Sedlescombe Youth Club. To receive an update.
  7. October Bulletin - to consider subjects for inclusion.

Aim 2 To achieve a Safe and Healthy Sedlescombe Community

  1. Police/PCSO update
  2. Sussex Safer Roads Partnership.
    1. Increase in level of fatalities on Sussex roads.
    2. Increasing number of 40-44 year olds being injured on small motorbikes and scooters.
  3. A21. To note the possibility of an investigative TV report on the A21 because of it being a "red" road in terms of fatalities.
  4. Winter Maintenance Policy. To consider whether any amendments should be made to the Council's Winter Maintenance Policy adopted in November 2010 and to note that salt replaced by East Sussex County Council in the summer of 2011 has been stolen from a bin in Chapel Hill.
  5. Playground weekly inspections.

Aim 3 To help provide Amenities and Services in Sedlescombe

  1. Bus stops in Sedlescombe.
  2. Footpaths

    1. Footpath 10, overgrown and missing waymarks. JV to arrange clearance.
    2. Footpath 5d, overgrown.
    3. Footpath 2c, overgrown.
    4. Footpath 2b, overgrown (adjacent to East View Kickabout Area)
    5. Footpaths 22 and 24, overgrown. ESCC to do with tractor.
    6. Footpaths 23 and 37 have been cleared.
    7. Footpath 34, overgrown. Mr Hunt (landowner) has agreed to reinstate path in August (for inspection). ESCC to re-sign when it has been cleared.
    8. Bridleway 14. Route and signage. Awaiting ESCC.
    9. Possible use of Community Payback to clear footpaths.

Aim 5 To protect and enhance Sedlescombe's built and natural environment

  1. Highways Act 1980 s31(6). To note that confirmation has been received from East Sussex County Council that the deposits and accompanying statutory declarations regarding public rights of way in Red Barn Field, the Village Hall Car Park, East View Terrace Kickabout Area and Sedlescombe Sportsfield are now held on file in the County Council's legal department.
  2. High Weald AONB Unit. To note that the Annual Review 2010/11 is available online at www.highweald.org/annual-reviews.
