P11/12.68 To receive apologies and reasons for absence.
P11/12.69

To receive disclosures of personal and prejudicial interests from Councillors on matters to be considered at the meeting in accordance with the adopted Code of Conduct 2007.

Councillors should state:

  1. The Agenda number (last number only - the remainder of the number is the financial year).
  2. Whether the interest is
    1. personal (remain in the meeting for the whole agenda item) or
    2. personal/prejudicial (leave the meeting for the public involvement and Council debate on the agenda item.
  3. The reason for the interest.
  4. Whether, if the Chairman permits, they will, at the appropriate time, make representation, answer questions or give evidence to the Council regarding any item where they have declared a prejudicial interest.

Please note:

  1. If a member becomes aware, during the course of a meeting, of an interest that has not been disclosed at the start of the meeting, he/she must immediately disclose it.

  2. A personal interest is prejudicial if a member of the public with knowledge of the relevant facts would reasonably regard it as so significant that it is likely to prejudice a member's judgement of the public interest AND it relates to a financial or regulatory matter.

  3. Members should repeat the declarations when the agenda items are announced by the Chairman.
P11/12.70 Public participation session. Chairman to ask any members of the public whether they wish to make representation, answer questions or give evidence with regard to items on the agenda. At the Chairman's discretion, the public will be allowed to make their representations etc. at the beginning of the appropriate agenda item, after prejudiced members' participation. The Chairman will inform the public that their names will be recorded and representations etc. minuted.

P11/12.72 Sedlescombe Parish Council Planning Policy. To discuss arrangements for inspecting the sites relevant to applications.

73.1 RR/2011/1784/P and RR/2011/1785/L Beech Farm, Hawkhurst Road, Sedlescombe TN33 0QS. Replace extant planning permission RR/2008/2531/P for alterations and additions including replacement conservatory, replacement windows/dormers and extension to ground and first floors, erection of new access gates and wall/fence.
73.2 RR/2011/1715/P Eastlands, Sandrock Hill, Sedlescombe TN33 0QR. Variation of condition imposed on RR/2009/2908/P re alteration to windows.

Rother District Core Strategy.

  1. Draft Rural Settlements Study - to receive Rother District Council's reply.
  2. To consider comments. These must fall under two main areas ie Legal compliance and Soundness of content of the strategy.

Draft National Planning Policy Framework Consultation (closing date 17/10/2011). The Government is inviting views on the Draft which streamlines national policy from over 1,000 pages to just 52 pages of policy. According to the Government, the draft allows communities to protect the natural and historic environment, commits to protecting the green belt, AONBs and SSSIs, facilities a new generation of renewable energy projects, encourages decision makers to provide charging points for electric cars, re-affirms protections for wildlife and bio-diversity, provides a new protection for peat bogs and it helps tackle the light pollution affecting the night sky. Communities will be allowed to earmark imprtant local green spaces for special protection. In addition, the draft expects councils to work closely with communities and businesses and actively seek opportunities for sustainable growth to rebuild the economy, helping to deliver the homes, jobs and infrastructure needed for a growing population whilst protecting the environment. A presumption in favour of sustainable development means that proposals should be approved promptly unless they will compromise the key sustainable development principles set out in the draft Framework.
