YOU ARE HEREBY SUMMONED TO ATTEND THE EMERGENCY MEETING OF THE SEDLESCOMBE PARISH COUNCIL TO BE HELD IN COMMITTEE ROOM 2 OF SEDLESCOMBE VILLAGE HALL (SIDE ENTRANCE) ON

C11/12.73 Apologies and reasons for absence.
C11/12.74

Interests. To receive disclosures of personal and prejudicial interests from Councillors on matters to be considered at the meeting in accordance with the adopted Code of Conduct 2007. The disclosure must include the nature of the interest.

 

If a member becomes aware, during the course of a meeting, of an interest that has not been disclosed under this item he/she must immediately disclose it. They may remain in the meeting and take part fully in discussion and voting unless the interest is prejudicial.

 

A personal interest is prejudicial if a member of the public with knowledge of the relevant facts would reasonably regard it as so significant that it is likely to prejudice a member's judgement of the public interest and it relates to a financial or regulatory matter.

 

Members are reminded to repeat the declarations when the items are announced by the Chairman.

C11/12.75 Prejudiced members' participation. Chairman to ask prejudiced members whether they wish to make representation, answer questions or give evidence to the Council with regard to items on the agenda. At the Chairman's discretion, members will be allowed to make their representations etc. at the beginning of the appropriate agenda item and to leave the meeting during the representations made by the public and the deliberations of the Committee.
C11/12.76 Public participation session. Chairman to ask any members of the public whether they wish to make representation, answer questions or give evidence with regard to items on the agenda. At the Chairman's discretion, the public will be allowed to make their representations etc. at the beginning of the appropriate agenda item, after prejudiced members' participation. The Chairman should inform the public that their names will be recorded and representations etc. minuted.

Vacancy on Sedlescombe Parish Council.

  1. Monday 28 November is the closing date for ten electors to request an election to fill the vacancy caused by the resigation of Anthony Rand. To note current position.

  2. To note next step as detailed in the Parish Council's Casual Vacancy policy.

  3. To consider vacancy on Planning Committee.

Licences for Regulated Entertainment

 

To consider responding to the Government consultation regarding removal of the requirement for licences under the Licensing Act 2003 to be obtained for events with regulated entertainment unless the audience is expected to exceed 4,999. Closing date Saturday 3 December 2011. See 1) Report in Battle Observer, 11/11/11; 2) Clerk's draft response.

Brede Lane Car Park

 

  1. Rother District Council is undertaking a review of car park provision in Rother District. The aim is to ensure that the land currently used for car parks is providing value for money for citizens and is being utilised in the most efficient manner and to ensure each car park is reaching the maximum income potential.

    The Clerk and Chairman have been invited to make representation to the Rother Working Group on Wednesday 30 November.

  2. Marian Ham (headteacher of Sedlescombe CE School) has written asking whether the Parish Council has ever considered buying part of Pumphouse Yard to extend the car park in order to ease the congestion in Brede Lane. She also suggests that consideration be given to moving the recycling bins in order to provide additional parking spaces.

DPP Planning Consultants.Council to consider meeting DPP again in the New Year regarding the proposed development of land adjacent to Street Farm.

East View Terrace proposed development

  1. To note reply from Orbit Community Investment Officer regarding allotment proposal at East View Terrace. Scaled back to look at the communal space adjacent to their block of flats.

    Also developing a project based on raised growing spaces in residents' back gardens.

  2. To note an update from AmicusHorizon regarding increased parking provision, funding of youth activities, communal seating.
