P11/12.105 Minutes. RESOLVED: That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Planning Committee held on 15/11/11.

Planning Applications

106.1 RR/2011/2364/P Little Orchard - land rear of, Meadow Lane, The Street, Sedlescombe TN33 0RF. Replace extant planning permission RR/2008/1243/P - chalet bungalow with roof lights and double garage. Cllr Martin reported on his inspection. RESOLVED: That the Parish Council supports a refusal of application RR/2011/2364/P, Little Orchard, because of the effect the building would have on neighbouring properties.
106.2 RR/2011/2367/P Chittlebirch Oast, Sedlescombe TN32 5SA. Demolition of existing double garage and erection of replacement triple garage. Cllr Reynolds reported on his inspection. RESOLVED: That, although the Parish Council would support approval of application RR/2011/2367/P, Chittlebirch Oast, public bridleway 14 must be kept clear at all times and should not be encroached upon any further.

107.3 ENF/2011/398. 10 Park Shaw. Erection of garden room. Incomplete application submitted.
107.4 ENF/2011/297. West Winds, The Street. Poor condition of garage. Status Section 215 Code.
107.5 Budget Car Company has been informed by Rother' Enforcement that the small shed should be removed or enforcement action may be taken.

P11/12.109 Neighbourhood Planning. The Clerk reported that she had attended Clerks' training recently where Angmering Parish Clerk had reported on his Council's involvement in Neighbourhood Planning as one of the pilot projects across the country. Some councils wish to draw up their own Neighbourhood Plan because there is no Local Plan in their area. Pilot projects have been provided with £20,000 each and the individual parishes may need to add quite a lot to this to cover the cost of drawing up the Plans.It was noted that Neighbourhood Plans are not a means of stopping development rather of saying where it should go and what it should look like.

Budget Car Company. On 28/11/11, Rother District Council took the Budget Car Company to court regarding cars for sale on the highway. Budget Car Company pleaded guilt and were fined the maximum amount of £2,500 with £280 costs.

A second prosecution for the same offence will be taken to court on 19/12/11.

P11/12.111 Whydown Caravan Park. The Clerk reported that she had received a complaint from a near neighbour that car sales and repairs are taking place at Whydown Caravan Park. PCSO Demi has checked several times but has not found anything untoward.
P11/12.112 Planning Training. Cllr Glew attended the RALC Planning Training on 23/11/11 which had been taken by Patrick Coffey. Unfortunately, as Mr Coffey used to work at Wealden, he doesn't know how Rother Planning Department works. However, Cllr Glew appreciated the opportunity to study three planning applications in a small group.
