  3. We have taken all reasonable steps to assure ourselves that there are no matters of actual or potential non-compliance with laws, regulations and codes of practice which could have a significant financial effect on the ability of the council to conduct its business or on its finances.
  4. We have provided proper opportunity during the year for the exercise of electors' rights in accordance with the requirements of the Accounts and Audit Regulations.
  5. We have carried out an assessment of the risks facing the council and taken appropriate steps to manage those risks, including the introduction of internal controls and/or external insurance cover where required.
  6. We have maintained throughout the year an adequate and effective system of internal audit of the council accounting records and control systems and carried out a review of its effectiveness.
  7. We have taken appropriate action on all matters raised in reports from internal and external audit.
  8. We have considered whether any litigation, liabilities or commitments, events or transactions, occurring either during or after the year-end, have a financial impact on the council and, where appropriate have included them in the accounting systems.
  9. Trust funds (including charitable) - in our capacity as the sole managing trustee we have discharged our responsibility in relation to the accountability for the funds/assets, including financial reporting and, if required, independent examination or audit.

  6. Biodiversity Strategy. To note that the Strategy entitled "Unimproved Neutral and Dry Acid Grassland HAP for Sussex" has been revised and is now called the "Lowland Meadows HAP". RESOLVED: That para 6 of the SPC Biodiversity Strategy is amended from"Unimproved Neutral and Dry Acid Grassland HAP for Sussex" to "Lowland Meadows HAP".

    RESOLVED: That policies at 1, 3, 4, 5 above are retained without amendment, 6 is amended as detailed and consideration of review of 2 is deferred.
C10/11.19.6 - 11/05/10 That Sedlescombe Parish Council will continue to undertake general maintenance of the Public Playing Field & Recreation Ground Trust property in accordance with the Trust's wishes and will provide grants to the Trust as requested. [Local Council (Miscellaneous Provisions) Act 1976, section 19]

  1. That, in principle, and subject to agreeing the design, the Parish Council is willing to fund the cost of tarmacing the sportsfield car park entrance to meet its obligation to make a fair contribution towards the upkeep of Ladybird Lane to date. Payment to be made by 2 April 2011 provided the work has been completed. By paying for this work, the Parish Council does not accept responsibility for repairs to the bellmouth other than as part of the overall responsibility of all users.
  2. That the Parish Council should seek inclusion of the repair work to the culvert at the Sportsfield car park entrance in the proposed surfacing work to the entrance, to be paid for by the Parish Council in accordance with its obligations as owner of the car park to keep ditches and culverts clear.
  3. That the Parish Council does not accede to the request from Pestalozzi to agree in principle to contribute 10%, or any other set percentage, of the cost of the whole road's future repairs but, in accordance with its legal obligations and in the light of circumstances prevailing at the time, the Council will consider any future request from Pestalozzi for a contribution towards repairs to the 210 metres between the disused cattle grid and the Sportsfield car park entrance.
  4. That the Parish Council agrees to allow Pestalozzi to cut additional grips in the grass verge adjoining Ladybird Lane to allow water to enter the Sportsfield ditch in accordance with its obligations in its Title Deeds to allow water into ditches or watercourses on its land coming from Pestalozzi land. The Council does not object to the proposed reprofiling of Ladybird Lane to encourage water to enter the Sportsfield ditch. The Parish Council does not consider it should contribute further financially to this drainage work.
C10/11.20.3.3 - 11/05/10 That the Rother District Council Small Society Lottery Form is completed and signed by Cllrs Dellow and Wright following completion of the May Fayre raffle in aid of the pump and pumphouse restoration.
C10/11.20.3.4.1 - 11/05/10 That, if the Warr Partnership grant is offered, the RFO is authorised to accept RPJ Leadwork's quotation of £4,650 for work to the lead and wooden casings of the water pump.
C10/11.21.2 - 11/05/10 That the Parish Council supports the principle of a Sedlescombe resident returning two acres of woodland to open grassland as it was pre-1940s. The land, originally called "Six Acres", is near to Beech Oasts, Hawkhurst Road, and the owner intends to manage it for its wildlife interest alongside the surrounding woodlands under a professionally drawn up management plan.

On the Post Office side, a plaque to be fitted with the wording as follows: This water pump was provided in 1900 by Samuel Pratt Berens Bucknill. The pump was restored by Sedlescombe Parish Council in 2010 with the aid of local fund raising.

RR/2010/1305/P Tilly House, The Street, Sedlescombe. Proposed detached garage to the rear of recently constructed property. New vehicular access from Long Lane to serve the same. RESOLVED: That the Parish Council objects to the proposal for the following reasons:

1. Contrary to Policy DS1(xi). The development would increase the risk of flooding by the introduction of more hard landscaping in an area that already suffers, during heavy rain, from water washing stones down Long Lane onto the B2244 and further eroding the surface of the public footpath.

2. Contrary to Policy GD1(x). The development would exacerbate the current problems with surface water in this area.

3. Contrary to Policy TR3(xiii). A suitable turning area has not been provided increasing the risk of unacceptably hazardous reversing movements on the highway.

4. Contrary to Policy GD1(iii). Appropriate parking provision is already provided at the front of these new properties. Development of a garage at the rear would cause an increase in the amount of traffic along the public footpath.

5. Contrary to Policy GD1(ii). The proposed garage would adversely affect the amenities of neighbours by over development of the site.

Action Plans. RESOLVED: That the following actions should be taken:
  1. Creating more jobs in caring for the sick and elderly. ABANDON
  2. Transport to village hall for elderly or infirm. ABANDON as provided by neighbours and friends.
  3. Street lighting. ABANDON as too expensive and not wanted by everyone.
  4. Designate new path along River Brede to Rye. ABANDON as very difficult and expensive.
  5. Cover for Sedlescombe school pool. ABANDON as too expensive for the Council to be involved with.
  6. Introduction of quiet lanes in Sedlescombe. ABANDON as ESCC did not introduce in this county.
  7. Film club in village hall. ABANDON as considered by Village Hall Committee. Problem with technicalities and too expensive.
  8. Station parking problems - buses to link with trains. ABANDON as a new bus service to Battle or Robertsbridge station to meet every train is not likely to be introduced at this difficult financial time. It is currently cheaper than previously to park at Battle Station because a new car park has been opened costing £2/day. It was reported that it is often difficult to get a taxi when returning by train from London.
  9. Extension of mains drainage throughout the parish. ABANDON as it is very unlikely for mains drainage to be installed along all the small lanes in the parish at this difficult financial time.
  10. Enhancement of bridleway network. Two new areas are possibly to be opened up for horse riding. These are in Brede High Woods and at Pestalozzi International Village. IN PROGRESS
  11. Extension of gas supply throughout the parish. ABANDON as it is very unlikely for mains gas to be installed along all the small lanes in the parish at this difficult financial time.
  12. 1066 Country Walk to Lower Marley Farm. ABANDON as not necessary as Lower Marley Farm no longer provides bed and breakfast.
  13. Financial support for library. The Chairman had spoken to the ladies running the one-afternoon- a-week village library. They had sad they would like some petrol money to help with their frequent changes of books. The Chairman had suggested applying to Sedlescombe Societies Association for help. IN PROGRESS

GD1(vi) The design respects the topography of the site. GD1(xii) The design promotes the efficient use of energy and water through the layout and design of the buildings including use of recycled local materials where available.

It also respects and does not detract from the character and appearance of the locality [GD1(iv].

That the Clerk is authorised to write to East Sussex Highways, Cllr Peter Jones and to Greg Barker MP objecting to the County Council's attempts to pass on its responsibilities to the Parish Council and to request that, in the interests of fairness, the Budget Car Company is requested by the County Council to apply for a licence on payment of a fee to cross the highway verge as required in another area of the Village. If the County Council does not wish to do this as the access would be refused on road safety grounds, the County Council should take whatever action is needed to stop the illegal activity.

That, because of uncertainties regarding future water pollution, and concerns about lead poisoning, the idea of restoring the water pump into the well on the Green inside the lead casing should be abandoned but, instead, a mobile modern pump plus water tank should be constructed. On occasions, this would allow children to safely pump water into buckets and this could be extended to carrying water buckets using yokes. This would link to the final page of the Clerk's booklet that highlights the number of trips to the Village Pump that would be needed for each person in a household to obtain the amount of water used on average today.

RESOLVED: That the Parish Council objects to this proposal. Although within the Sedlescombe Development Boundary, the proposal would create over-development and urbanisation of the site. Instead of additional housing, the gardens belonging to the existing properties in The Paddock should be extended. If the development is approved, special care should be taken to ensure hedges and trees are protected and new trees planted as proposed in the plan - trees were removed that should have been retained when the front part of this site was developed. recently.

RESOLVED: That the Parish Council objects to the erection of this agricultural steel building which is not in keeping with the area. It does, however, agree in principle to the replacement of the dilapidated buildings on the site but a different design needs to be found.

RESOLVED: That the Parish Council supports the proposal as it is in accordance with Policy HG10(iii) as it has been demonstrated that the applicant must live on site for the effective running and safeguarding of the organic farm. It also meets Policy GD1(xi) in that it will deter crime ie safeguard farm machinery some of which has been stolen from the farm recently.

  2. The use of the airstrip by Mr Cole in connection with restoration of historical planes has been tolerated for many years and has been kept at a reasonable level for a long time. However, a different owner might want to run the airstrip more intensively causing aggravation and disturbance over a wide area. With the personal condition for Mr Cole attached, a new owner would need to make his/her own application which could be considered in the light of their individual proposals.

Buses. That the Parish Council does not object to the proposed changes to the Service 349 or its operation as a commercial service and welcomes the introduction of a new summer Sunday and public holiday service. However, it is concerned that the last journey from Hastings to Sedlescombe at 17:45 is under threat and hopes that a way will be found for this bus to continue to operate.

That, in the interests of the safety of drivers using the B2244, Sedlescombe Parish Council accepts East Sussex County Council's offer to licence and fund the installation of twenty plastic verge posts on the highway verge in front of the Budget Car Company site in The Street, Sedlescombe, at the appropriate spacing to stop vehicles driving over the kerb and verge onto or off of the car lot site.
