P11/12.145 Apologies and reasons for absence. None, all present.

Disclosures of personal and prejudicial interests from Councillors on matters to be considered at the meeting in accordance with the adopted Code of Conduct 2007. Cllr Mitchell declared her personal interest in P11/12.152 by virtue of her being a garage holder at East View Terrace.

P11/12.147 Public participation session. No public present.
P11/12.148 Minutes. RESOLVED: That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Planning Committee held 13/03/12.

Planning Applications

149.1 RR/2012/417/P Durhamford - land south of Stream Lane, Sedlescombe. Joining together of two ponds on land south of Durhamford. Cllr Reynolds reported on his inspection. RESOLVED: That the Parish Council supports approval of this application.
149.2 RR/2012/529/P Spilstead Oast, Stream Lane, Sedlescombe. Enlargement of existing pond on pasture land. Cllr Reynolds reported on his inspection. RESOLVED: That the Parish Council supports approval of this application.
149.3 RR/2012/459/T 11 Orchard Way, Sedlescombe. 1 large oak tree - crown reduction reducing all branches by approx 8-10 ft. Cllr Martin reported on his inspection. RESOLVED: That the Parish Council supports approval of this application as long as the work is to be carried out by a professional tree surgeon registered with the Arboricultural Association.

Results. Members agreed that, in future, the Clerk should e-mail copies of the decision notice to them on receipt. The following results were noted:

RR/2012/155/P Plot 4, Cartref, The Street, Sedlescombe Replacement of consented 4-bed dwelling with pair of semi-detached, two-bed dwellings Approved with conditions

 

P11/12.152 Proposed development at East View Terrace, Sedlescombe. Cllr Mitchell had declared her personal interest by virtue of her being a garage holder at East View Terrace. She remained in the meeting. It was noted that information had been received from Amicus Horizon that development proposals at East View have been amended by reduction of the size of the block of flats to 3 instead of 4 apartments. It is now single storey to the rear of 59 East View Terrace and Amicus Horizon state this will have less impact on their garden space. The revised plan will be for 8 homes. A letter will be sent to local residents.
P11/12.153 Complaint. As a matter of urgency, the Chairman allowed this matter to be raised. A letter of complaint dated 25/03/12 had been received regarding the Parish Council's approach to Planning Application RR/2011/279/L. RESOLVED: That a Sub-Committee made up of Cllrs Vine-Hall, Wright and Mitchell should meet to discuss the matter on Tuesday 3 April 2012 at 18:00 and that, in accordance with the Council's adopted Complaints Procedure, the complainant should be invited to attend together with any representative he chooses.
