MINUTES OF THE MEETING OF THE PLANNING COMMITTEE OF SEDLESCOMBE PARISH COUNCIL HELD IN SEDLESCOMBE VILLAGE HALL COMMITTEE ROOM 2 ON TUESDAY 31 JULY 2012, 19:00 to 19:35

Planning Applications.

  1. RR/2-12/1420/P Coombe Wood, Sandrock Hill, Sedlescombe TN33 0QR. Proposed conservatory. Cllr Vine-Hall reported on his inspection. RESOLVED: That the Parish Council supports approval.

Results. Members received the following information.

  1. RR/2012/1069/P Steed Construction Ltd. Pestalozzi International Village - land at. Boundary wall. Approved conditionally.

Enforcement List

  1. LWA Bodyshop. ENF/2010/713 (Planning RR/2010/3020/P). Re non-removal of the paintshop despite the lack of planning permission. The Clerk reported that a near neighbour was pressing Rother to take enforcement action to get the paintshop removed as it has been refused planning permission. The Enforcement Officer had reported to her in a letter that the paintshop had not been operating when he had visited the site. Cllr Chapman reported that, while he was working at the Riverside Playground on 27/07/12 between 11:20 and 12 noon, he could smell fumes apparently coming from the paintshop fan which was in operation. He noticed that the wind was coming from the east. The Clerk was authorised to inform the Enforcement Officer.
  2. Sale of vehicles at Crazy Lane Caravan Park. The Clerk had received a telephone call from the owner of Crazy Lane Caravan Park who now lives in Norfolk informing her that the car repairs/sales that had been operating from the rear of the Caravan Park would soon cease. The Committee noted that the Enforcement Officer had not been able to find any car operations during a visit to the site.
  3. Park View, The Street. ENF/SED/2012/303. 19/07/12 - owner written to re possibility of Rother DC taking action under Section 215 of the Town & Country Planning Act.
  4. 81 East View Terrace. ENF/SED/2012/255. No further action - no breach of planning control.
P12/13.34 Site Allocations for future development in Sedlescombe. It was noted that Cllrs Reynolds, Vine-Hall and Mitchell of the Core Strategy Working Group would be having a second meeting with Roger Comerford of Rother District Council on 07/09/12. It was agreed that, prior to the next Planning Committee meeting, these members would undertake site visits to each of the areas that Rother DC had looked at and discarded in preparation for the SHLAA to see whether any of them could be suitable for future development.
P12/13.35

East Sussex County Council (ESCC) Statement of Community of Involvement (SCI). The SCI sets out how ESCC will involve communities across East Sussex in the development of Waste and Minerals planning policy and planning application decisions. Closes 14 September 2012.

 

It was noted that ESCC will continue to provide parish councils with information regarding strategy documents.

 

There was some concern that the Parish Council might miss notice of planning applications for Minerals and Waste Development which, although not in Sedlescombe parish, could badly affect Sedlescombe's residents eg heavy lorries travelling to and from the site through the parish. ESCC will publicise the applications (there are about 35 each year) in a local newspaper, on the site, on the ESCC website and properties and businesses adjoining application sites and any neighbouring properties that may be affected by the proposals will always be written to and invited to comment. It was agreed that ESCC should be asked if they could also e-mail parish councils with details of every application.

Proposed flagpole and flag on the Village Green. The Clerk reported that she had asked Rother DC whether planning permission would be required for the flagpole. She had been told that the Parish Council had permitted development rights to erect a 4 metre high flagpole on the Village Green. However, the Pumphouse is 5.2 metres high and a nearby flagpole is 5.5 metres high. It was agreed that 4 metres would not be tall enough for the proposed position on the Village Green. It was also noted that the flagpole companies recommend a site inspection costing £150 prior to advising about installation of the flagpole. The Clerk had told the British Legion Chairman that more people would be needed to join the flag raising and lowering rota and more money would be required.

 

A national or saints flag can be flown without permission provided there is no other advertisement on the flag. Other flags may need planning permission.
