MINUTES OF THE MEETING OF THE PLANNING COMMITTEE OF SEDLESCOMBE PARISH COUNCIL HELD IN SEDLESCOMBE VILLAGE HALL COMMITTEE ROOM 2 ON TUESDAY 14 AUGUST 2012, 19:00 to 19:45

Declarations of personal and pecuniary interests from Councillors on matters to be considered at the meeting in accordance with the Code of Conduct 2012. None.

Public participation session. The Chairman agreed that the following members of the public could speak as follows:

P12/13.41 Minutes. RESOLVED: That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Planning Committee held on 31/07/12.

Planning Applications.
RR/2012/1511/P Ambleside, Balcombe Green, Sedlescombe. New dwelling with removal of existing garage.
Mr Reynolds reported on his inspection of the site. The Clerk read a letter of objection from Mr and Mrs Hart who live next door to Ambleside. Mr Watson gave further explanations regarding his proposals for development in the rear garden of his property, Ambleside.
RESOLVED: That the Parish Council supports refusal of the application because:

  1. This backland development could set a precedent.
  2. The proposed site is situated close to the rear of the neighbouring property known as Robinswood and is likely to adversely affect the amenities of that property.

Site Allocations for future development in Sedlescombe.

  1. Sedlescombe Map No.20. Developable Sites according to the SHLAA prepared by Rother DC. Three sites have been included on Map 20. These are Cartref Site in The Street (planning permission granted); Pestalozzi site (6 properties being constructed) and site adjacent Street Farm in Brede Lane which the Parish Council does not support (see P12/13.24, Planning Committee meeting 19/06/12). Mrs Bullen asked about the timescale for the proposed development at the Street Farm site and was told that, according to the SHLAA, the Street Farm site could be developed within five years.

  2. Sedlescombe Map No.44. Sites excluded following site appraisal by Rother DC. It was reported that, in preparation for meetings of the Sedlescombe Village Study Group with Roger Comerford (Principal Planning Officer at Rother District Council), Cllrs Reynolds, Vine-Hall and Mitchell of the Core Strategy Advisory Committee together with the Clerk had viewed (where possible) sites in Sedlescombe which had been appraised by Rother DC and excluded:
    1. SE9 Land east of The Street between Kester House and Riverbridge Cottages.
    2. SE1 Land rear of The Green (rear Park View and allotments site).
    3. SE3 Rear gardens of properties in The Green.
    4. SE10 Land to south of East View Terrace and Brede Lane up to the River Brede.
    5. SE2 Land north of Gorselands.
    6. SE4 Rear gardens of properties in Balcombe Green.
    7. SE7 Red Barn Field.

      Mr Watson informed the Committee that the site numbered SE4 had been put forward to Rother during the Site Allocations Consultation by the owners of properties in Balcombe Green ie Four Winds, Robinswood, Ambleside and Cranfield who were all in favour of developing part of their gardens as a continuation of Orchard Way. The site is currently outside the Sedlescombe Development Boundary.

  3. Other
    1. The following sites within the existing Sedlescombe Development Boundary may also be considered although both sites suffer from exiting onto Brede Lane:
      1. Pumphouse Yard, east of The Street with access onto Gammons Way.
      2. Land with derelict bungalow opposite Blacklands, Brede Lane.

    2. Pestalozzi International Village. Cllrs Chapman and Heap declared their pecuniary interests by virtue of them living adjacent to the Pestalozzi International Village. They left the meeting when they became aware that the subject was to be raised. Members were informed that the Chief Executive had written to the Parish Council and to Roger Comerford expressing an interest in putting forward seven sites on the Pestalozzi Estate for consideration for development. Members were provided with copies of the e-mail together with the accompanying plans.

    3. Rother District Council Core Strategy Examination. The Committee was informed that Laura Graham BSC MA MRTPI has been appointed to consider the soundness of the Rother District Council Core Strategy Development Plan Document and that the Hearings have been scheduled to start at 10:00 on Tuesday 06/11/12 in the Council Chamber, Town Hall, Bexhill. A Pre-Hearing Meeting with the Inspector will be held on Thursday 27/09/12.

Results. Members received the following information.

  1. RR/2012/1126/P & RR/2012/1127/L 1 Manor Cottages, The Street, Sedlescombe TN33 0QG. Brick front to outhouse with door, window and small door to hide plastic wheelie bin. Planning permission and listed building consent granted with conditions.

Enforcement List

  1. LWA Bodyshop. According to the Enforcement Officer, as at 02/08/12, a report authorising enforcement action in relation to the building had been written and was awaiting approval. Once it has been approved, it will be passed to the legal department to arrange service of the enforcement notice requiring removal of the building.
  2. New complaint received 02/08/12 - ENF/SED/2012/322. 22 Gorselands, Sedlescombe. Car Repair Service. During their site inspections prior to this meeting, members had passed 22 Gorselands and had noted that work was being carried out on a stock car in the driveway.
