MINUTES OF THE MEETING OF THE PLANNING COMMITTEE OF SEDLESCOMBE PARISH COUNCIL HELD IN SEDLESCOMBE VILLAGE HALL COMMITTEE ROOM 2 ON TUESDAY 18 SEPTEMBER 2012, 21:10 to 21:40

P12/13.47 Apologies and reasons for absence. None, all present.

Declarations of personal and disclosable pecuniary interests from Councillors on matters to be considered at the meeting in accordance with the Code of Conduct 2012. Cllr Vine-Hall declared his disclosable pecuniary interest in P12/13.52.2 by virtue of him being the applicant. No discussion took place on the agenda item.

P12/13.49 Written requests from councillors for dispensation. None.
P12/13.50 Public participation session. None.
P12/13.51 Minutes. RESOLVED: That the Chairman of the Committee is authorised to sign the Minutes of the Meeting of the Planning Committee held on 14/08/12.
P12/13.52

Planning Applications.

  1. RR/2012/1729/P 39 Gorselands, Sedlescombe TN33 0PT. Proposed annexe, rear single storey extension, rear decking and driveway alterations. Cllr Glew reported on her inspection and also on the letter of objection forwarded to Rother DC by the person who is renting the property next door. RESOLVED: That the Parish Council supports approval of the application.
  2. RR/2012/1659/P Hurst Cottage, Hurst Lane, Sedlescombe TN33 0PE. Replacement dwelling. As is the general practice of Sedlescombe Parish Council, as a parish councillor is the applicant, the Parish Council will not be commenting or discussing the application.

Results. Members had already been given the following information.

  1. RR/2012/716/P East View Terrace, Sedlescombe - demolition garages to rear of, Sedlescombe and erection of 3 flats, 4x 2-bed houses and 1x 2-bed wheelchair adaptable bungalow. Approved with conditions.
  2. RR/2012/1420/P Coombe Wood, Sandrock Hill, Sedlescombe TN33 0QR - conservatory. Approved with conditions.

Enforcement List

  1. ENF/SED/2012/303. Park View - land at, The Street, Sedlescombe. 10/08/12 - Section 215 - information requested.
  2. ENF/SED/2012/322. 22 Gorselands, Sedlescombe. Car Repair Service. 27/08/12 - no further action, no breach of planning control.
  3. LWA Bodyshop, enforcement action re unauthorised paint shop. Cllr Ganly had reported that this matter is now with the legal department and that an enforcement notice giving two months for the building to be demolished will be sent very soon.
  4. Spilstead Farm - breaches in contravention of the flying protocol as reported by Whatlington Parish Council. The letter from Rother's Enforcement Officer to the Clerk to Whatlington Parish Council was noted in which he explained that it is essential for aircraft numbers to be recorded if breaches of the protocol are alleged .
P12/13.56 Chittlebirch Oast. Following work to the driveway of Chittlebirch Oast, the effect on the bridleway will be checked.
The first part of the meeting finished leaving members of the Core Strategy Advisory Group (JR, JV and JM and the Clerk) to discuss the final item.
P12/13.57 Draft Village Study. At the last meeting of the Advisory Group held on 07/09/12, Roger Comerford, Principal Planning Officer at Rother DC, gave each member a draft of the "Sedlescombe Village Study" and asked for comments and amendments. It was agreed that the Clerk would forward her amended text for councillors to comment on before it is forwarded to Roger.
