PLEASE NOTE THAT THIS MEETING IS OPEN TO MEMBERS OF THE PUBLIC WHO MAY, AT THE CHAIRMAN'S DISCRETION, SPEAK ABOUT MATTERS ON THIS AGENDA. MATTERS RAISED WHICH ARE NOT ON THE AGENDA WILL BE INCLUDED ON A FUTURE AGENDA.

C12/13.111 Financial interests of members. To note the apologies received from Rother District Council for incorrectly stating in the Minutes of the Standards Committee at Rother that Sedlescombe parish councillors' interests had not been submitted to Rother.

Requests for Dispensation. To consider written requests from councillors for dispensation either:

  1. one-off regarding a matter on this agenda or
  2. ongoing matter when the Council/Committee should consider the length of time the dispensation should be granted for.

  1. Planning Executive Committee. To Resolve: That the Minutes of the Meetings of the Planning Committee held on 20/11 and 11/12/12 are received.
  2. Finance Executive Committee. To Resolve: That the Minutes of the Meeting of the Finance Committee held on 04/12 and 11/12/12 are received.

To receive the Clerk's Report

  1. Water main replacement in Battle Road, Staplecross (partially in the parish of Sedlescombe). South East Water is to undertake a £425,000 scheme to replace approximately 650 metres of old water main with a new, tougher plastic water pipe. Construction will take place along Battle Road, from the junction with the B2165 to near to the junction with Poppinghole Lane. Work is due to start on 21/01/13 and continue to some time in April 2013. Traffic lights will be used and construction will take place using a rolling work front method so that only a small section of road will be affected at any one time. Work will take place during normal working hours, although there may be some activities at weekends.
  2. Temporary closure of Poppinghole Lane to allow BT Openreach to replace telegraph poles. 3 days from 07/01/13 between 09:30 and 16:00 each day.
  3. Information received re "Home Works" which is a service provided by Southdown Housing Association and funded by ESCC. It is a free short term housing support service for people aged 16-64 living anywhere in East Sussex. Home Works supports people who are having difficulty managing their accommodation, maybe due to physical or mental health issues, sensory disability, learning difficulty, or any other issues which makes them vulnerable and in need of housing supported. Leaflets and posters are available and they can also attend meetings.

  1. To approve bank reconciliations at the end of November and December 2012.
  2. To consider placing a restriction on the approved £150 donation towards Battle Area Community Transport eg fuel, driver training or bus maintenance.
  3. To ratify the December cheques and approve January 2013 cheques.
  4. To note the situation with the 2013-14 budget.

    2. 06/03/13 - 14:00 - 17:00 Condensed Chairmanship Event for new, experienced or aspiring Chairmen at Seaford Town Council.
    3. 26/04/13 - Legal & Finance Day at Lodge Hill
    4. 12/09/13 - Legal & Finance Day at Felbridge Hotel, East Grinstead.
    5. 12/06/13 - Chairmen's Networking Day for council/committee chairs at Meridian Hall, East Court Mansion, East Grinstead.
    6. 04/06/13 - Clerks' Networking Day at The Sussex Exchange, St Leonards.
    7. 08/11/13 - Clerks' Networking Day at Crowborough Community Centre.

Highways

  1. Speed limit for heavy goods vehicles over 7.5 tonnes on single carriageway roads (Cllr Eldridge). Consultation ends 01/02/13. Click here

  4. Hams Travel Coaches parking on the pavement in Brede Lane while their passengers had lunch at the Brickwall Hotel on 04/12/12. PCSO Demi asked to contact the coach company
  5. Notice of accident on 02/12/12 received. A car containing a driver and 3 children travelling south on B2244 crashed into the back of a stationary car which was parked outside Century House. The informant says that traffic continues to speed in both directions on Church Hill and through the village, despite the speed limit and Speed Activated warning.
  6. Request from John Mainwood, Director of Sedlescombe Village Stores Ltd, for a "Village Shop" sign on the A21. Council is being asked to support.

East Sussex Local Flood Risk Management Strategy 2013-2016. By April 2013, ESCC will have taken over as Lead Local flood Authority (LLFA) for East Sussex managing local flood risk. Local flood risk is the risk of flooding to land or property from surface water run-off, groundwater and from smaller watercourses such as streams, ditches, small reservoirs and canals. Flooding from main rivers, the sea and large reservoirs is the responsibility of the Environment Agency. Consultation re the Draft East Sussex Local Flood Risk Management Strategy ends 12/03/13.
