103 Planning Application

  1. RR/2014/2228/P - The Gables, Sandrock Hill, Sedlescombe
    Reconstruction & change of use from domestic garage to habitable accommodation, with new addition to the rear (part retrospective).
    RESOLVED: That Parish Council supports this planning proposal in principle subject to compliance with the building regulations in that the materials used should be in keeping with the main building. It was noted from PC's site visit that there are trees adjacent to the proposed development which do not appear on the applicants plans. PC also ask that a S106 obligation is applied to tie the development to the main building.
  2. RR/2014/2255/P - The Dairy, Barnes Farm, Poppinghole Lane, Sedlescombe
    Proposed single storey side extension to provide additional accomodation (Variation to approved plans - condition 2 of RR/2012/2500/P)
    RESOLVED: Parish Council has no objections to this planning proposal.
  3. RR/2014/2318/L - The Dairy, Barnes Farm, Poppinghole Lane
    Proposed single storey side extension to provide additional accommodation (variation to approved plans - condition 2 of RR/2012/2501/L).
    RESOLVED: Parish Council has no objections to this planning proposal.
  4. RR/2014/2269/P - Brambles, Hurst Lane, Sedlescombe
    Proposed rear extension, erection of conservatory, extension to garage to form hobbies/studio room and alterations to front entrance gates including construction of brick pillars.
    RESOLVED: Parish Council has no objections to this planning proposal.

  1. RR/2014/2004/P - Cranfield, Balcombe Green, Sedlescombe
    Two storey extension and alterations with integral garage/workshop.
    APPROVED CONDITIONAL: Summary: The development shall be carried out in accordance with the plans submitted. The materials to be used in the construction of the external surfaces of the extension shall match in materials, colour and texture to those used in the existing building, unless otherwise agreed in writing with the LPA. The garage/workshop shall be used only for purposes incidental to the occupation and enjoyment of the dwelling as such, and not for any trade or business.
  2. RR/2014/1865/P - Greensleeves, The Street, Sedlescombe
    Removal of detached garage and garden shed. Erection of two storey extension. (Renewal of consent approved under RR/2011/1643/P).
    APPROVED CONDITIONAL: Summary: The development shall be carried out in accordance with the plans submitted dated July 2011 and August 2010. The materials to be used in the construction of the external surfaces of the extension shall match in materials, colour and texture to those used in the existing building. Prior to first occupation or use of the extension, the rooflight at the first floor level within the northwest elevation shall be glazed with obscured glass. No development shall take place until the developer has secured the implementation of a programme of Archaeological invesigation which has been submitted to and approved in writing by the LPA. The development shall not be brought into use until the archaeological site investigation and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under condition 5 of the permission.

105 Current Appeals

  1. APPEAL NO. 2264 - RR/2014/147/P Brede Lane - land at, Sedlescombe.
    The erection of 18no. residential dwellings with associated access, car park parking and open space together with the transfer and change of use of land to be used as school playing fields.

    Cllr. Vine-Hall reported that Parish Council had now submitted it's Proof of Evidence and copies of Rother DC and the Appellants Proof of Evidence had been received.
  2. APPEAL NO. 2274 - RR/2012/2398/P Spilsted Farm, Stream Lane, Sedlescombe
    Remodel land to improve visibility on airstrip, including new temporary access for construction traffic

106 To receive an update on the Sedlescombe Neighbourhood Plan
Cllr. Vine-Hall reported that Regulation 16 of the Neighbourhood Plan process (Public Consultation) had now finished and thanked Members for their time and support.
Tim Hickling - RDC Service Manager – Strategy and Planning had written to Parish Council advising of RDC's representations agreed at their Cabinet Meeting on 6th October 2014 (Item CB14/37) to be submitted on the Sedlescombe Neighbourhood Plan as a statutory consultee. Following professional advice and taking up Tim Hickling's offer to meet (several requests had previously been made over the last few months by Parish Council for a meeting with Rother DC), Cllrs. Vine-Hall, Glew and Eldridge, The Clerk and Graham Fifield met with Tony Leonard, Tim Hickling and David Marlow at Town Hall in Bexhill on 14th October 2014 to review RDC's proposed amendments. Parish Councillors agreed to report back to Rother DC following Parish Council's meeting that evening.
Members discussed at length the 10 proposed modifications made by Rother DC.
RESOLVED: Parish Council will write to Rother DC advising that the Sedlescombe Neighbourhood Plan will be submitted as it is to the Inspector without any amendments.
