  1. To receive new written requests for dispensation.
    None received.
  2. To receive councillors' declarations of interest regarding matters on the agenda.
    Cllr. Anson declared a personal in Planning item 61.5 as owner of no. 8 Eaton Walk.
    Cllr. Chapman declared a personal interest in Planning item 61.8 as a neighbour to the Pestalozzi.

    RESOLVED: Parish Council has no objections to this planning proposal.

    Proposed relocation of access.
    Cllr. Chapman reported on his site visit.
    RESOLVED: Parish Council objects to this planning proposal. The initial lose of the existing hedges (which currently provides good screening) to create a visibility splay outweighs the benefit of relocating the access.
  7. RR/2015/1519/P - 15 Park Shaw, Sedlescombe TN33 0PP
    First floor extension over existing garage.

    RESOLVED: Parish Council has no objections to this planning proposal.
  8. RR/2015/1557/MA - Learning Centre, Pestalozzi Village, Ladybird Lane, TN33 0UF
    Non-material amendments to approved applications RR/2007/397/P & RR/2010/1264/P. Make use of the void below part of the new building for storage and boiler plant to permit access without disturbing primary function of building. Change shape of the ventilation chimneys to function. To omit roof windows on the south roof slope. Incorporate opening lights in south facing windows for low level ventilation. Show timber cladding to its correct size. Include fire escape path linking doors to south side. Adjust ground levels in north east corner. Bat roost areas shown.
    Rother DC had approved the non-material amendment prior to Parish Council's meeting.

62 Summer Fayre and Flower Show

  1. To approve advertising of the Fayre on the The Village Green.
    RESOLVED: That the advertising for the Fayre on The Village Green is approved.

63 To discuss the new 'Local Policing Model for Sussex'.
Chief Inspector Warren Franklin, the Rother District Commander - East Sussex Division of Sussex Police had contacted Rother Town and Parish Councils to highlight the main points of the new 'Local Policing Model for Sussex', which would see changes to Policing across Sussex in the next 4 years. CI Franklin was inviting comments regarding the possibility of Parish Councils funding PCSOs or wardens. Parish Councils are able to precept outside the cap set at other council levels and Sussex Police were approaching Parish Councils to independently or jointly consider entering into an agreement to fund the increase in the number of PCSOs in the Rother area.
Councillors recognised that Sedlescombe has a very good PCSO - Demi Georghiou and the village also has a very good record with crime problems. A dedicated PCSO to Sedlescombe may not create enough work. Cllr. Vine-Hall agreed to discuss with neighbouring Parish Councils to receive their thoughts. The Clerk would check with SSALC if the Parish Council has 'Powers' to raise funds for Policing without the General Power of Competence.
Parish Council will agree a response to Sussex Police at their next meeting on 14th July 2015.

64 To discuss a Memorial request.
A request had been received by the son of a late war veteran, who had grown up in Sedlescombe to endow a memorial within the village.
RESOLVED: To make further enquiries and put forward ideas for the next meeting on 14th July 2015.
