  1. To receive new written requests for dispensation.
    None received.
  2. To receive councillors' declarations of interest regarding matters on the agenda.
    None received.

No members of the public were present.

27 To approve the minutes of the NHP meeting on 07-Jun-16
RESOLVED: That the Chairman is authorised to sign the Minutes of the meeting held on 7th June 2016

28 Revised Pre-Submission Plan

  1. To receive members' comments and amendments.
    The revised Pre-Submission Plan and associated documents had been circulated to the Committee for review prior to the meeting.
    Members discussed the new sites together with the boundary changes at Balcombe Green and updated local green space report. The contents of the reports were agreed subject to a few minor editorial changes.
    Cllr. Fraser put forward that Rother DC needed to consider making a Policy Statement in relation to evolving / adopted Neighbourhood Plans in how they intended to respond to developers who put in planning applications for developments of 6+ houses (on the basis that as a District Council they are currently unable to demonstrate a 5-year housing supply) that are accepted in addition to those specified in a Neighbourhood Plan. Will Rother DC limit the total number of houses approved for development to the target they have set for a parish for the period to 2028? Cllr. Ganly agreed to take this question to Rother DC.
    RESOLVED: To submit the revised Pre-Submission Version of the Sedlescombe Neighbourhood Plan, together with supporting documents, to Full Council for approval.

  1. To receive members' comments and amendments.
    RESOLVED: To submit the Consultation Form to Full Council for approval.
  2. How the responses should be dealt with.
    RESOLVED: Parish Council to collate response forms ready for analysing.
