The Chairman invited the following to speak:

District Councillor Tony Ganly reported that £60.5m and £30m had been added to the Rural Services Delivery Grant for the next two years. RDC would receive £61,000, £49,000, £38,000 and £49,000 over the next four years. Up until 2019/20 all Shire Districts would be able to increase their Council Tax by £5.00 or 2% whichever was the greater, without having to have a Referendum. Rother DC was proposing to increase Council Tax for 2016/17 by 1.94%. ESCC was proposing an increase just under 4%

  1. To receive new written requests for dispensation.
    Cllr. Fraser had submitted a written request for dispensation to allow her to speak and vote until May 2019 at Neighbourhood Plan Committee meetings despite her pecuniary interest (as an adjacent property owner) in the proposed Scotch Down site.
    Cllr. Fraser had submitted a written request for dispensation to allow her to speak and vote until May 2019 at Neighbourhood Plan Committee meetings despite her pecuniary interest (as an adjacent property owner) in the Street Farm site.
    RESOLVED: That the Parish Council grants dispensation to Cllr. Fraser to allow her to participate and vote on matters concerning the Scotch Down site and Street Farm site until May 2019 despite her pecuniary interest in these areas as owner of an adjacent property.
  2. To receive councillors' declarations of interest regarding matters on the agenda.
    Cllr. Brister advised Parish Council that she had recently been appointed a director of Pestalozzi Enterprises Ltd.
    Cllr. Brister declared a personal interest in item 170.1.d having made a personal representation on the planning proposal.
    Cllr. Anson declared a personal interest in item 171.1 as a resident in Stream Lane.

RESOLVED: That the Chairman is authorised to sign the Minutes of the meeting held on 19th January 2016

170 Planning

  1. To consider a response to planning applications.

    a. RR/2015/1057/L - Bulmer House Antiques, The Green, Sedlescombe
    Provision of damp course (retrospective).
    Cllr. Glew reported
    RESOLVED: Parish Council has no comments.

    b. RR/2015/3118/P - Post Office Cottage, The Street, Sedlescombe
    Formation of dropped kerb and hard standing (hedge replanted to rear).
    Cllr. Page reported.
    RESOLVED: Parish Council has no objections to this planning proposal and supports approval.

    c. RR/2016/172/P - 4 The Old Tanyard, Sedlescombe
    Proposed detached garage.
    Cllr. Chapman reported.
    RESOLVED: Parish Council objects to this planning proposal for the following reasons:
    Access to the garage will be tight within the shared right of way of the 'Old Tanyard' properties.
    The trees and hedging which have just been planted and are required to be retained under the conditions of the original development - RR/2010/1131/P - would have to be removed to gain access to the proposed garage.


    d. RR/2016/210/A - Kent Street (A21) - Land at, Kent Street, Sedlescombe Erection of 2no. signboards along A21.
    Cllr. Glew reported.
    RESOLVED: Parish Council actively supports Sedlescombe Stores and Post Office as a local amenity to Sedlescombe and wishes to encourage as much custom as possible. In relation to this planning proposal PC objects to the proliferation of signs on the A21 Highway at Sedlescombe and has concerns that even more traffic will be drawn into the Village and exacerbate the existing problems of parking and speeding etc.

    e. RR/2016/243/P - Neatenden Farm, New England Lane, Sedlescombe
    Proposed garage with store.
    Cllr. Chapman reported.
    RESOLVED: Parish Council has no objections to this planning proposal.

    f. RR/2016/362/P - Acorn Chalet, Churchland Lane, Sedlescombe
    Proposed extensions and alterations to dwelling
    Cllr. Brister reported.
    RESOLVED: Parish Council has no objections to this planning proposal.

    g. RR/2016/389/T - Ivy House, Brede Lane, Sedlescombe T1 Oak dead wooding & T2 Oak dead wooding.
    Cllr. Vine-Hall reported.
    RESOLVED: Parish Council has no objections to this proposed tree work.

171 Highway Matters: Speeding on Sedlescombe's country lanes and roads

  1. To receive the cost for performing a '7 day temporary speed survey' on 5 Sedlescombe lanes / roads - Brede Lane, Chapel Hill - Cottage Lane - Harts Green, Hurst Lane, Stream Lane and The Street)
    ESCC Highways had advised that the normal cost of a 7 day survey was £400+VAT, however if PC required five surveys in the area they could apply a discount and perform all five for £1,500+VAT (£300+VAT per survey)
    RESOLVED: To accept the quote to complete five x '7 day temporary speed surveys' at a cost of £1,500+vat, subject to approval of the expenditure by the Finance Committee.

172 To review the Village Hall Car Park Lease
The freehold of the Village Hall Car Park belongs to Parish Council and is leased to two trustees on a 25 year lease due to expire in 2026 (the two trustees - one has passed away and the other has been in prison). Previous legal advice through SALC has indicated there maybe some inconsistencies and odd provisions in the lease.
RESOLVED: To set out the key points of the Lease. To obtain from the Village Hall Committee the current insurance policy for the Village Hall Car Park.

173 To review the agreement between Rother DC and Sedlescombe PC for the provision of grounds maintenance services at Brede Lane Car Park.
The five year agreement finishes on 31st March 2016. Rother DC was considering bringing the work back into their own grounds maintenance contract. Parish Council was concerned that the area would not be maintained.
RESOLVED: To ask Rother DC if they are prepared to enter into a monthly rolling contract until a decision is made or officially confirm what they intend to do.

174 To appoint an Internal Auditor for the year ending 31st March 2016
Alison Hillman - Parish Council's current Internal Auditor - had advised that due to an increasing workload she was winding down her Internal Audit Service.
RESOLVED: To obtain details and quotes from other Internal Auditors.
